The Electronic Systems Center (ESC), Air Force Materiel Command (AFMC), intends to negotiate with Lockheed Martin Tactical Defense Systems, 9255 Wellington Road, Manassas, VA 22110-4121 on a sole-source basis to enter a new contract to complete technology efforts from an on-going contract (Contract Number F19628-93-C-0130) for the Software Technology for Adaptable, Reliable Systems (STARS) and the Comprehensive Approach for Defense Reusable Software (CARDS) Programs Research and Development activities. The authority for this plan of action is 10 U.S.C. 2304(c)(1)(FAR 6.302-1)(a)(2)(iii), only one qualified source and no other type of supply or service will satisfy agency requirements.
