A -- VERIFICATION TESTING OF URBAN WET WEATHER FLOW ENVIRONMENTAL CONTROL SYSTEMS BY A NON-PROFIT OR NOT-FOR-PROFIT ORGANIZATION. USEPA's National Risk Management Research Laboratory (NRMRL) through the Environmental Technology Verification (ETV) Program is issuing a "Request for Assistance Preapplication" (RFAP) for a non-profit or not-for-profit organization to conduct verification of fully-developed and commercially available urban wet weather flow (WWF) environmental control systems under a Competitive Cooperative Agreement (CCA). The Cooperative Agreement (CA) Preapplication should address the selection criteria and guideline objectives as stated in the RFAP. The WWF Verification Program includes the establishment and execution of verification protocols and procedures in order to provide credible and reliable data to the public on the performance of the urban WWF control systems. It is anticipated the WWF Pilot program will result in a 3 year cooperative agreement. Additional consideration will be given to proposals which provide a credible plan to continue the verification activities beyond the project period and without EPA funding support. At a minimum, the successful candidate will be selected based upon the organization's experience; the efficiency and credibility of the technical approach; and the dedication of the organization to continued operation of the program as demonstrated by a significant commitment of their own funds to the project (a minimum of 5% cost sharing is recommended). This solicitation is made under the statutory authority of the Clean Water Act, as amended, Section 104; Safe Drinking Water Act, as amended, Section 1442; Clean Air Act, as amended, Section 103; and Solid Waste and Disposal Act, as amended, Section 8001. Funding in the amount of $800,000 is available for the first year of the pilot project. It is anticipated that funding in the amount of $800,000 will be available for the second year of the project. An additional funding in the amount of $800,000 may be available for the third year of the project, but the additional funding will be contingent upon increasing the number of technologies verified and the availability of funds. In response to letters of interest, NRMRL will send out the solicitation package (RFAP) on and/or after February 1, 1997, which will describe requirements for the RFAP: the preapplication must not be more than 15 pages, excluding the cover page, abstract, appendices, and attachments. All criteria must be addressed as stipulated within the RFAP; applicants not following the criteria will not be considered. All requests for the RFAP must be in writing; telephone requests will not be honored.
