The Federal Highway Administration intends to award a non-competitive contract to: Beneficial Designs, Inc., Santa Cruz, CA, for the development of a best practices guidebook for providing access to sidewalks and trails for persons of all physical abilities. Beneficial Designs, Inc., is the only known source with the expertise and experience to adequately synthesize existing research and develop a guidebook for this particular technology and level of utilization. Work includes project identification, planning and public hearing processes, environmental, needs and impact assessments, and design analysis of concepts and implementation techniques for complying with the American with Disabilities Act.
