C -- A-E SERVICES ARE REQUIRED FOR ONE INDEF DEL TYPE (COASTAL & OCEAN ENGNG) CONTRACT FOR THE BALTO DISTRICT MAY BE USED BY OTHER GOVERNMENT AGENCIES THRU THE US SOL DACW31-97-R-0017 POC Susan Sonenthal, 410-962-7646 17. 1. CONTRACT INFORMATION: A-E services required for one Indefinite Delivery Type contract for use by the Baltimore District Corps of Engineers, Baltimore, MD, that may be used by other Government Agencies throughout the U.S. This procurement is unrestricted and therefore is open to all businesses, regardless of size. A firm-fixed-price contract will be negotiated. Contract will be for one base period and 2 option periods. A period will not exceed 1 year. Cumulative total shall not exceed $1,000,000 per year. Individual delivery orders shall not exceed $1,000,000. The contract is anticipated to be awarded in June 1997. The basis for selecting an AE for a particular delivery order will be based on several factors. Among these factors are anticipation of customer needs, customer satisfaction, current capacity of the contract, ability of the AE to perform the task in the required time, unique specialized experience that the AE can offer, and performance and quality of deliverables under the AE's currentIDTC, along with customer responsiveness. While this process is necessarily a "subjective" process, the intent of this contract is to satisfy customer needs in an expeditious and cost effective mode. Subcontracting Plan Requirements. If a large business is selected, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, PL 95-507, and 99-661. A minimum of 25% of the total planned subcontracting dollars shall be placed with small business concerns. At least 5% of total planned subcontracting dollars shall be placed with small disadvantaged businesses, including Historically Black Colleges and Universities or Minority Institutions, and 5% with women-owned small businesses. The plan is not required with this submittal. 2. PROJECT INFORMATION: Work will consist of various coastal and ocean engineering activities pertaining to (but not limited to) shoreline protection, harbor protection, and navigation. Work will relate to reconnaissance investigations, feasibility studies, preliminary design, final design, evaluations, and preparation of reports. Specific capabilities include but are not limited to (1) in-house numerical modeling of coastal processes relative to wind, wave, current, and storm surge studies; sediment transport in the along shore and onshore/offshore directions; effects of coastal structures on wave characteristics, sediment transport and shoreline evolution; circulation and storm surges in the open ocean and semi-enclosed embayments, (2) in-house statistical analysis of coastal processes and design parameters, (3) in-house capability to evaluate the design and performance of beachfill projects, (4) in-house field measurement capability for tide conditions, wave conditions, tidal and longshore currents and sediment transport, (5) in-house capability to conduct sea sled beach profile surveying to include pre- and post storm surveys,(6) in-house coastal project design to include breakwaters, jetties, revetments, bulkheads, piers, beachfill and navigation channels, (7) in-house computer code development for specific coastal engineering applications, (8) bathymetric surveying, and side scan sonar surveying to determine underwater structural conditions and damage, and (9) geotechnical data collection and analysis, including coring and sub-bottom profiling. The staff must be capable of responding to multiple work orders concurrently. Deliverables consisting of computer files must be fully operational on the Baltimore District computer system. The AE firm selected shall be capable of providing final design products using computer-aided design and drafting (CADD) and delivering the drawing files in Autodesk, Inc., AutoCAD Release 13 or higher, native electronic digital format (i.e. .DWG) delivered on CD ROM conforming to the ISO 9660 CD standard. The design is not required to be performed using a specific CADD system. However, the AE will be required to deliver the final design products in the above stated CADD format. The products delivered must be ableto be accessed directly by the Government~s target CADD system without requiring translation, preprocessing, postprocessing or additional software. It is the responsibility of the AE firm to ensure this level of compatibility. 3. SELECTION CRITERIA: The criteria will be the basis for selection of firms are identified in Numbered Note 24. (1) specialized experience of the firm in the types of work required, particularly in the beachfill evaluation, project monitoring including collection of prototype data (i.e. wave, water level, winds, bathymetry, etc.), numerical modeling of winds, waves, sediment transport and the effects of coastal structures on wave characteristics, sediment transport and shoreline evolution; (2) professional qualifications and experience of the staff to be assigned to the contemplated work; (3) past experience, if any, of the staff in the Chesapeake Bay region and the DELMARVA coast of the Atlantic Ocean; (4) past experience, if any, of the firm with respect to performance on Departmentof Defense contracts; (4) location of the firm with respect to the Baltimore District office to facilitate a close working relationship between the A/E and District staff; and (5) professional capacity of the firm to accomplish the contemplated work within the required time limits. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit an SF 255 and SF 254 for the prime and an SF 254 for each consultant not later than the close of business on the 30th day after the date of this announcement. Count of 30 days includes the date of this publication. SF 254 and SF 255 are not maintained on file in this office. SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to do the work. In SF 255, block 3b, provide the firm's ACASS number.
