FISC Norfolk DET Philadelphia intends to acquire services and materials to operate and maintain the Relocatable Over-the-Horizon Radar (ROTHR) system operated by the Fleet Surveillance Support Command at Chesapeake, Virginia. Maintenance services will include both emergent repair services and preventative maintenance and will encompass all labor, parts travel and incidental materials. The proposed contract will encompass one twelve month base period and four twelve month option periods. FISC Norfolk DET Philadelphia contemplates the award of a cost plus award fee contract. The Government intends to solicit and negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1 with the Raytheon Support Services Company of Burlington, MA. The complexity of this technically sophisticated equipment requires unique support that only the original equipment manufacturer (OEM) can provide. In addition to being the OEM of the ROTHR system, Raytheon is the only known source that is fully knowledgeable of the unique services required. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required services as well as financial and technical information. If no affirmative written responses advantageous to the Navy are received within forty-five (45) calendar days after publication of this notice, a request for quotation will be issued to the Raytheon Support Services Company. Note, no contract award will be made on the basis of information received to this notice. Further, the Navy will not pay for any information provided.
