NEXRAD PROGRAM SOL 52-SPNA-7-00009 DUE 031097 POC Contract Specialist,

Commerce/NOAA/SAO intends to procure the Contract Support Services
(CSS) for the Next Generation Weather Radar (NEXRAD) (WSR-88D) Program.
Vendors interested in providing this service should contact as soon as
possible for a copy of the solicitation. This will be a multi-type
(fixed price, and/or cost reimbursable) and multi-year contracts for a
period of 60 months (Base plus 4 option year) beginning on around July
1, 1997. The CSS will include the following tasks: 1. On-call
Maintenance (Fixed price requirement): The contractor shall provide
full-time, dedicated, on-call Level of Effort (LOE) field engineers.
These field engineers will be sta- tioned at the Government's NEXRAD
Support Center (OSF at Norman, Oklahoma). On-site support shall
commence within 24 hours of receipt of the authorization. The
contractor shall be paid a per diem allowance at the contractor's per
diem rate in accordance with Federal Travel Regulations. Transportation
required in the performance of temporary duty will normally be
furnished by the contractor, which shall be in accordance with Federal
Travel Regulations. 2. Field Technical Services: The contractor shall
provide Field Technical Services for operational NEXRAD equipment. The
technical maintenance services shall entail all maintenance, on-site
assistance related to problems encountered in maintenance,
modification, inspection, and repair of fielded NEXRAD systems.
Technical assistance shall be conducted in conjunction with the
Government technicians to enhance hands-on instruction. Contractor
Technical/maintenance and repair activities on-site shall include fault
isolation, trouble shooting, removal and replacement of faulty
components (subject to GFE asset availability), alignment, and return
of the NEXRAD system to a serviceable and good operating condition.
Contractor technicians shall be thoroughly familiar with NEXRAD or
similar system diagnostic and repair techniques. One of the criteria to
select a source will be past experience with the NEXRAD orsimilar
