TELECOMMUNICATIONS SYSTEM AND BASE NETWORK CONTROL CENTER AT COLUMBUS

Maggard (405)734-9399 This is a sources sought synopsis by the 38
LS/LGCVO, Contracting Flight, for nonpersonal services for operation,
maintenance, and recurring support services of the Base Telephone
System (BTS) and Base Network Control Center (BNCC) at Columbus AFB MS.
The BTS consists of a Telex DBX 5000 Switching System equipped and
wired for 2500 lines with Telex DBX 5000 software, Release 12; four
different key systems; main distribution frame; inside cable plant;
outside cable plant; ancillary equipment; and customer premise
equipment. There are both commercial and Defense Switched Network (DSN)
trunks, access to FTS2000, hot lines, data circuits, radio circuits,
key systems, and crash nets.The BNCC operates network and system
management equipment to perform configuration, fault, performance,
security, and accounting management operations on C4 (Command, Control,
Communications, and Computer) systems, i.e. long-haul circuits, trunks,
links, off-base connectivity, on-base tail circuits, communications and
information networks, and Automated Information Systems (AIS)
resources. Network equipment includes Cisco routers, BayNetwork and
3COMM Ethernet hubs/concentrators, Cisco and SunSpare switches,
Pairgain and Codex modems, and approximately 1300 PCs/laptops. The
primary network operation system is Banyan VINES. The secondary NOS is
Windows NT. It is expected that a conversion from VINES to Windows NT
will take place. The base is expected to upgrade to an asynchronous
transfer mode (ATM) backbone. Core Data Network Services: BNCCs are
responsible for configuring, installing, and managing the following
data services: Internet Protocol address management; Domain Name System
(DNS); messaging, e.g. Defense Messaging System (DMS), Automated
Digital Network (AUTODIN), and electronic mail; remote dial-in
communications; office automation application support, e.g. word
processing, spreadsheet, database, graphics, and communications
packages; Internet and World Wide Web access; new Internet technologies
as they develop, and other common user applications. Network and System
Management Operations: BNCCs operate network and system management
equipment and perform network system administration. Help Desk
Functions: The Help Desk is the "first line" of problem resolution and
is the base user's primary point of contact. The Help Desk will assess
and determine the types of communications and computer problems;
record, track, and close all reported C4 systems problems within
defined response times; report the status of problem resolutions
actions to the affected customer(s); and maintain a historical database
associated with problem resolution. The BNCC also provides the central
respository for technical advice and solutions for network systems,
software applications assistance, automatic data processing
accountability support, and hardware exchange and repair service
support. Base Network Hardware and Software Installation: Install and
configure network servers, routers, hubs, switches, bridges, repeaters,
workstations, peripheral equipment, modems, etc. Install, configure,
distribute, customize, and inventory all software. Network Performance:
Utilizes network management performance tools to ensure optimum network
operation. Network/Circuit Quality Control Testing and Evaluation:
Generates and updates quality control and preventive maintenance
inspection schedules. Network and Small Computer Systems Support: this
office will be a single point of contact for obtaining hardware
maintenance for small computers. This office will perform basic
hardware and software diagnostics and troubleshooting, and on-site
repair consisting of running diagnostics and minor repair. Computer
User Training: will include the establishment of a learning center to
conduct small computer manager and end user training. The BNCC will
provide local customer education to include training on commonly used
software applications and its administration as well as system
administrator training. System Administration: Ensure servers,
workstations, peripherals, communication devices, and operating
system/application software are properly configured for network
operation, are on-online, and are available to customers. Security:
includes a combination of commercial and military security programs
including computer security (COMPUSEC), communications security
(COMSEC), and emanations security (TEMPEST), base network information
protection operation. Base Telephone Switchboard Operation: services
shall be provided 24 hours per day, seven days per week. The
switchboard is comprised of two consoles which are operational from
0800 to 1700 hours, Monday through Friday. Additional duties include
compilation and editing of the base telephone directory to be published
annually. The BNCC also has responsibility for specialized systems
including, but not limited to, the following: Defense Data Network
(DDN) Concentrator Coordinator/DDN Packet Switch Node (PSN) Site
Coordinator, Defense Message System (DMS) Administrator/post-DMS Base
Communications Center (BCC) operations and support, Local customer
support of regionalized data processing, Personnel Concept III (PC-III)
network modem management, Defense Information System Network (DISN)
node administrator (AFNET multiplexers), Flight Data Systems (FDS) II
Maintenance, and Time Related Information Management System (TRIMS) an
Undergraduate Pilot Students training and documentation system. This
is not a solicitation but a request for information. All responsible
sources interested in providing services for this requirement are
requested to provide a written summary of information concerning their
technical certifications, capabilities, experience (current services
or contracts -- to include points of contact and telephone numbers) and
corporate background. Sources responding to this synopsis must
indicate, in writing, whether they are large or small, disadvantaged or
a woman-owned business. For this acquisition, a concern will be
considered small under SIC 7376 with a size standard of $18,000,000.00.
