Supply Center, Norfolk Detachment Philadelphia, PA intends to procure
on a full and open competitive basis computer interactive educational
services for approximately sixty (60) Academic Skills Learning Centers
(ASLC) at various military bases around the world for the Naval
Education and Training Professional Development and Technology Center
(NETPDTC) Pensacola. The primary objective of the requirement is to
provide worldwide access to sailors for improving their academic
skills. Contractor responsibilities include establishing, furnishing,
operating, and staffing each ASLC with academic skills courses via a
computer interactive delivery system in a self-standing separate room
environment. These programs will encompass skills from the second grade
through completion of the twelfth grade. These programs should have the
capability of advancing the student from the level at which he or she
is pretested to a mastery of academic skills equivalent to high school
completion. The proposed contract will provide for a base year
beginning 01 October 1997 through 30 September 1998 with provisions for
three, one year options. It is intended to award a Firm Fixed Price,
Indefinite Quantity-Indefinite Delivery type contract for these

for information received. All responsible sources are encouraged to
submit an offer which will be considered by the Fleet and Industrial
Supply Center, Norfolk Detachment Philadelphia. The applicable Standard
Industrial Classification No. is 8748 . The solicitation will require
the submission of a management, price and technical proposal. The Award
will be made to the eligible, responsible, technically acceptable
offeror whose offer, conforming to the solicitation, is determined most
advantageous to the Government, software, past performance and price
