and open to both small and large business participation. The BASIC
SCHEDULE for Federal work consists of dredging and disposal of
approximately 1,746,000 cubic meters of material to deepen the Richmond
Harbor Channel to a project depth of -11.6 meters mean lower low water
plus 30 centimeters of required overdepth where shown and 30 center
meters allowable over depth. All dredged material under the basic
schedule will be disposed of at the Government-furnished ocean and/or
Upland disposal sites. The Contractor will be required to commence work
within 10 calendar days after receipt of the Notice to Proceed and have
all Federal Work complete and finished within 282 calendar days
thereafter. An Option Schedule for Non-Federal work is included for
dredging and disposal of approximately 65,000 cubic meters of material
from berths located within the Richmond Harbor. All dredged material
will be disposed of at the Government-furnished ocean and/or Upland
disposal sites. The Option Schedule includes a line item for Liability
Insurance for the City of Richmond. The period of performance for the
option schedule will be calculated at one (1) additional calendar day
for every 2,294 cubic meters of material dredged from those contract
line item numbers awarded under the option schedule. The option
schedule will be exercised, if at all, at the time of award. Low price
will be determined based on the low total for the Basic schedule plus
any combination of contract line items under the Option Schedule which
are exercised at the time of award. There is a possibility that the
Option Schedule may not be awarded if the combination of option line
items when added to the basic schedule total in not low overall.
Liquidated damages will be assessed for each day the contractor fails
to complete the work in the time allowed. Bid, Performance, and Payment
Bonds are required under this project. A site visit and pre-bid
conference will be held at the Upland disposal site on February 26.
1997 at 10:30 a.m..The pre-bid conference will take place directly
after the site visit, the specific location will be provided at the
time of the site visit. The Pre-bid Conference will address specific
clause requirements and Technical Specification issues peculiar to this
project. All interested parties are urged to attend and should assemble
at the guard gate at the end of Canal Blvd., Richmond, California.
Transportation will not be provided. It is requested that all
prospective bidders submit any questions (in writing) concerning the
requirements of the solicitation to the address listed above, at least
five (5) days prior to the scheduled pre-bid conference. A Project
Cooperation Agreement ((PCA) and the certification that the sponsor has
obtained all the necessary real estate interests and disposal areas to
support the construction effort have not been approved as of the date
of this notice. The tentative solicitation issue date is 02/12/97.
Tentative bid opening date is 03/14/97. Bids will not be opened if the
PCA andreal estate requirements have not been approved. A Small
Business Subcontracting Plan is required under this effort. Requests
for a copy of the bid package is to be made in writing not later than
14 days prior to bid opening; after such time, copies will be made
available while supplies last. Cost per set is $21.00, make check
payable to "F&AO, USAED, SACTO". Mail check to the address indicated
above. The estimated cost range of this project is over $10,000,000.00.
