10 -- LOW COST AUTONOMOUS ATTACK SYSTEM (LOCAAS) POC Ms Denise Green, Contract Specialist, 904/882-4808, Ext 2203; Lt Col Phillips, 904/882-4808, Ext 2027 Note 22 is applicable (Lockheed Martin Vought Systems) The development of the Low Cost Autonomous Attack System(LOCAAS) requires a substantial initial investment. The Lethal SEAD Division of the Weapons, Air Base, and Range Product Support Office plans to award a cost reimbursable contract for the procurement of an Advanced Concept Technology Demonstration (ACTD) program for the Low Cost Autonomous Attack System. The purpose of the ACTD is to demonstrate that a low cost, [ NTE $30K average unit production cost (AUPC)], system can be produced using the Alliant Tech Multi-Mode Warhead, Laser Radar (LADAR) seeker with Autonomous Target Recognition (ATR), and INS/GPS guidance and that these components can be integrated into an air vehicle powered with the Sundstrand TJ-50 engine. Four of the LOCAAS vehicles will be integrated into a SUU-64 tactical munition dispenser (TMD). This configuration will then be installed on F-16 block 50 and/or B-52 aircraft for demonstration that LOCAAS all up systems can be dispensed from the SUU-64 effectively attacking multiple targets. The overall objective of the ACTD is to provide an affordable standoff (minimum 90 miles) miniature munition to autonomously search for, detect, identify, attack, and destroy theater missile defense, SEAD and interdiction targets of military interest. The system will be capable of discriminating between classes of targets and between targets and non-combatants. The LOCAAS system will be designed so as to be produced for less than $30,000 AUPC based on production of 12,000 units in 1994 base year dollars. It is the intent of this procurement, within 30 months of contract award, to demonstrate operational utility of a complete LOCAAS system from mission planning, using Air Force Mission Support System (AFMSS) (version 2.0 or later), through launch from combat aircraft, to target acquisition and engagement The LOCAAS mission planning should take maximum advantage of available automated tools and allow full mission planning in less than one hour. Fabrication and delivery of 16 TMD loads (total of 64 residual assets) will be accomplished during an additional six months. The residual assets are in addition to the quantity of test/demo assets and will be delivered with technical manuals, BIT tester/re-programmer, stand alone AFMSS A/W/E module and training for flight and loading/maintenance crews. This procurement is considered a continuation of on-going laboratory efforts previously competed and awarded to Lockheed Martin Vought Systems (LMVS) by the US Army, Redstone Arsenal and US Air Force Wright Laboratory, Eglin AFB. It is anticipated that only LMVS, as the developer and sole producer of the LADAR seeker with ATR, can produce, integrate, and demonstrate these components to satisfy the Government's minimum needs in the required time-frame. The Government plans to make updated information concerning this acquisition available to qualified offerors via the Eglin Electronic Bulletin Board. An industry day for potential PRIME contractors ONLY is planned for early April 1997 at Eglin AFB FL. The LOCAAS IPT will be available for one-on-one discussions following the industry day briefing, as requested. Specifics of location, time, and agenda will be provided via the Eglin Electronic Bulletin Board. A draft request for proposal (DRFP) is planned for release early spring 1997, followed by one-on-one meetings with potential primes, as requested. Request for proposal (RFP) release is planned for late spring 1997 with proposal submittal required in early summer 1997. Contract award is planned for late summer 1997. Information associated with this program may be classified up to and including SECRET/NOFORN. Only qualified U.S. prime contractors who have registered with and are certified by the United States/Canada Joint Certification Office, Defense Logistics Service Center, Battle Creek MI 49016-3412 (1-800-352-3572) are eligible to receive solicitations. Certification is accomplished using DD Form 2345, Military Critical Technical Data Agreement. This synopsis is forinformation and planning purposes only and does not constitute an IFB or RFP, and is not to be construed as a commitment to contract by the Government. Interested primes must submit a statement of capability within 15 calendar days of this announcement. This statement of capability must include, but is not limited to, a description of successful experience or capability in: (1) performing as a prime contractor and demonstrating RELEVANT technical/development programs in laser radar technology/autonomous target recognition; (2) performing as a prime contractor to integrate similar technologies (multi-mode warhead and LADAR Seeker in air breathing/air launched) INS/GPS guided flight vehicles; (3) performing as prime contractor to produce large quantities of high technology military systems at very LOW cost, in addition; describe company/division/group's, (4) current/recent experience and approach to problem resolution, risk mitigation and cost/schedule control; (5) process for handling and storage of classified information; (6) procedures/processes for software, firmware, BIT testing and mission planning; (7) recent subcontract management experience in high tech/low cost/short schedule environment and (8) system integration of munition to various platforms. The statement of capability should show that the respondent has a current capability in place to meet the requirements of the LOCAAS ACTD and allow an accelerated Engineering Manufacturing Development (EMD) and rapid entry into production. Respondents are invited to provide their assessments of program risks, and non-binding estimates of cost and schedule. Risk assessments and estimates of cost/schedule should be provided separately from the statement of capability. These assessments and estimates will also be used in the screening evaluation as to how well the respondent could satisfy this Government procurement. After the statements of capability have been screened, invitations to the Industry Day will be extended to those prospective PRIME contractor sources who, in the sole judgment of the purchasing activity, have the capability to successfully compete for the LOCAAS acquisition. Firms responding to this synopsis should include and state whether or not they are a small business concern or small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52-219-2. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Col John P.
