The Coast Guard is seeking sources that can provide a new gearbox power turbine N/3, Turbo Power and Marine P/N 1044024, Stock Number O000-GT-C06-6187. The gearbox is used in support of the Pratt & Whitney Gas Generators. The quantity to be purchased is one each. F.O.B. Destination to the U.S. Coast Guard Engineering Logistic Center, Receiving Room, Bldg. #86, 2401 Hawkins Point Rd., Baltimore, MD 21226-5000. It is the Government's belief that this item is no longer manufactured by Turbo Power and Marine. Therefore, it is the Government's intention to procure the gearbox from Jet Turbine Service, Inc., the only known company to have the gearbox in their stock system. Technical data and/or drawings pertaining to the gearbox is not available within the Government and are propriety to Turbo Power and Marine. Accordingly, it is believed that this non-availability of technical data precludes the U.S. Coast Guard Engineering Logistic Center from obtaining competition as the part is available from only one source. However, other potential sources can submit information concerning their capability to supply the part for the purpose of the U.S. Coast Guard Engineering Logistic Center to determine whether to conduct a competitive procurement. The procurement involves the part being procured from Jet Turbine Service, Inc. or the prime equipment manufacturer or its actual supplier. Organizations having the expertise and required capabilities to provide the item are invited to submit complete information discussing such capabilities as follows: (i.e. salient physical functional and serviceability, characteristics) (1) show that they satisfactorily manufactured the part for the Government or the prime equipment manufacturer; or (2) submit complete and current engineering data comparing the offered part to the OEM's to demonstrate the acceptability of the parts. It is the Government's belief that only Jet Turbine Services, Inc. Or the manufacturer of the part and/or its dealers and distributors can furnish the required parts and ensure the proper fit, form and function of all its components. Other concerns having the expertise and required capabilities to furnish the above item are invited to submit complete information discussing capabilities in duplicate within fifteen (15) days of this announcement. No cost or pricing information is required. This is not a Request for Proposal (RFP). The Government does not intend to pay for the information solicited. Responses must be concise and be specifically directed to the requirement mentioned above. Concerns that respond to the notice must fully demonstrate their capabilities to meet the requirements.
