SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER: IA-2201-S723-4726
IS ISSUED AS A REQUEST FOR PROPOSAL (RFP). The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-42. The Standard Industrial
Classification is 2741. The solicitation is in accordance with FAR
6.302-1 and has the following line item: Microfiche and cd-rom version
of college catalogs for all accredited colleges and universities in
the United States for the academic year 1997/1998. Th e catalog shall
include all of the accredited U.S. colleges and universities. Each
catalog shall be filmed page for page. Each collection shall include
all college and university catalogs and updates that are issued by the
institution for the academic year 1997/1998. Each collection shall
include a separate index, alphabetized by (1) state and (2) college
name. Each collection shall include an Index on a hard copy (paper) or
Contractor shall at a minimum, provide the microfiche with the
following feature s: a. Alphabetized categories (i.e., titles and
subtitles. b. A table of contents. c. Identified by state. The state
shall be positioned at the top of the microfiche followed by the name
of the colleges and universities located in the respective state. d.
Identified by college/university. The College/University name shall be
positioned at the top of each microfiche with an indicator of fiche
location. e. Identified by degree. The degree of study shall be
positioned at the top of the fiche; i.e. gr aduate, undergraduate
study. Contractor shall provide standard microfiche approximately 4" x
6" in size. Contractor shall provide the microfiche filmed at 24X or
48X ratio only. Microfiche film shall be ammonia diazo type-A.
Contractor shall replace defective microfiche within 7-calendar days
from date of Agency's oral or written notification of such defect.
Contractor shall provide magnetic file trays as ordered. The file tray
size shall be approximately 19" x 17" x 4." F.O.B. POINT: DESTINATION.
DEL IVERY: 60 days ARO. PACKING AND MARKING: all shipments shall be
packed and marked best commercial practices. CONTRACT PERFORMANCE
PERIOD: One year from date of award with option to extend for two (2)
additional one year periods. The provision at FAR 52.212-1, Instruction
to Offerors -- Commercial Items (OCT 1995) is applicable to this
acquisition. The clause at FAR 52.212-4, Contracts Terms and Conditions
-- Commercial Items (OCT 1995) apply to this acquisition. The clause at
52.212-5, Contract Terms and Cond itions Required to Implement Statutes
or Executive Orders -- Commercial Items (JUN 1996) apply to this
acquisition. The U.S. Information Agency intends to negotiate on a sole
source basis with Career Guidance Foundation, 8090 Engineer Road, San
Diego, CA 92111, who is the sole manufacturer of the above. The
proposed contract will be issued under the authority of 41 U.S.C. 253
) (1) as implemented by FAR 6.302-1, Only one responsible source and no
other supplies or services will satisfy the Agency requiremen t.
Concerns having the ability to perform the requirement above are
requested to give written notification within thirty (30) days from the
date of publication of this synopsis. Offerors responding to this
solicitation should submit to the contracting office a sample with
detailed data concerning their capabilities to perform the requirement
as specified herein, and a completed copy of the provision at FAR
52.212-3, Offer Representations and Certifications -- Commercial Items
(JUN 1996). A company not in p ossession of the above reference
clauses in full text, may contact the contracting office for a copy of
the clauses which will be faxed to you. Offers must be in writing and
accompanied by completed representations and certifications or they
will be rejected. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whethe r to conduct
a competitive procurement. Facsimile and/or oral offers will not be
accepted. All responsible sources may submit an offer which shall be
