Notice of Contract Action. A final Request for Proposal (RFP)
F41624-97-R-5000 to provide basic, exploratory, and advanced
development warfighter training research will be released in the next
30 days. This includes all aspects of simulation and warfighter
training methods and devices in support of the Armstrong Laboratory,
Aircrew Training Research Division (AL/HRA). A sources sought synopsis
(SSS-PKR-96-07) was advertised in the Wednesday, March 6, 1996,
edition of the CBD. This was followed by a presolicitation notice
advertised in the Tuesday, October 29, 1996 edition of the CBD. A
single Cost Plus Fixed Fee (CPFF), Indefinite Delivery/Indefinite
Quantity (IDIQ) contract will be awarded with performance beginning on
26 July 1997. The ordering period will be five years with a period of
performance of 7 years which will currently require contractor
performance in Mesa, Arizona and at operating locations at Luke AFB, AZ
and Kirtland AFB, NM. This acquisition will follow the AFFARS Appendix
BB, Supplemented by AFMC FAR SUP to Appendix BB and Section F to the
AFMC FAR SUP. A minimum industrial clearance of SECRET will be required
for performance. It is anticipated the final RFP will be released
during the first part of February to the San Antonio RFP and
Acquisition Highway (SARAH) home page on the Internet. SARAH's address

"Local Business Opportunities". The final RFP will be posted at this
location under "Download Files". All files will be released in Adobe
Acrobat format. Information on how to down load free Adobe Acrobat
software, can be found under the title "Helpful Viewers" under the
title "Local Business Opportunities" in SARAH. Initial capability
information (resumes, corporate experience) and some cost information
will be due approximately 20 days after the final RFP is issued to
SARAH with the remaining volumes due approximately 35 days after final
RFP issuance. A preproposal conference will not be conducted. All
offerors, however, are still encouraged to communicate with the
contracting officer as necessary. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. The Ombudsman
does not participate in the evaluation of proposals or in the source
