Service Agency (FSA) requires the services of professional land
surveyors licensed to do business in the State of Florida to stake and
describe by survey of record legal descriptions for cadastral surveys,
conservation easements and homestead protection rights on FSA Custodial
and inventory properties throughout the State of Florida. Surveys may
also be required in conjunction with loan servicing actions. Selection
of short list of firms shall be on a per district basis based upon
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required.
Firms submitting qualifications shall have on staff at least one
surveyor licensed by the State of Florida. No attempt will be made to
measure a land surveyor or firm in terms of length of time as a
surveyor, years in operation, nor affiliation with professional
societies through membership or publication. A&E selection criteria
include (in descending order of importance): (1) Professional
qualifications necessary for satisfactory performance of required
services and a description of the role of the registered land surveyor
in all phases of the project. (2) Geographical location of firm,
district(s) in which work is desired, and knowledge of each designated
district. Provide list of counties in which boundary surveys have been
completed in the last five (5) years. (3) Specialized experience and
technical competence in retracement procedures for section subdivision,
proportioning corners and rules of evidence applied to original corner
searches and a description of the approach used to resolve problems
resulting from conflicts of surveys, possession, or title. (4) Capacity
to provide adequate and appropriately skilled personnel to complete the
work in the required thirty-day performance period per order issued
(single task or multiple task). (5) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules (provide
sample of similar survey). FSA established districts are District 1 --
Escambia, Santa Rosa, Okaloosa, Walton, Holmes, Washington and Bay
Counties; District 2 -- Jackson, Calhoun, Gulf, Gadsden, Liberty,
Franklin, Leon, Wakulla and Jefferson Counties; District 3 -- Madison,
Taylor, Lafayette, Suwannee, Hamilton, Columbia, Baker, Union, Nassau
and Duval Counties; District 4 -- Dixie, Gilchrist, Levy, Alachua,
Marion, Bradford, Clay, Putnam, Flagler, and St. Johns Counties;
District 5 -- Citrus, Hernando, Pasco, Sumter, Lake, Polk, Volusia,
Seminole, Orange, Osceola and Brevard Counties; District 6 -- Pinellas,
Hillsborough, Manatee, Sarasota, Hardee, DeSoto, Highlands, Glades,
Okeechobee, Indian River, St. Lucie and Martin Counties; District 7 --
Charlotte, Lee, Hendry, Collier, Monroe, Palm Beach, Broward and Dade
Counties. To be considered, firms shall submit a SF-254 and SF-255 and
supplementary information as identified above for each district
desired. Thosefirms who previously submitted in response to notice
published Wednesday, September 18, 1996, need not resubmit. This is a
modified announcement. The estimated number of surveys needed for a
twelve month period is estimated to be ten; therefore, it is
anticipated that each survey will be procured under an individual
contract. All responsible sources meeting the licensing requirements
described in this notice and who wish to be considered should submit a
SF-254 and SF-255 (one for each district) to be received in this
office on or before close of business thirty (30) calendar days after
appearance of this announcement in the Commerce Business Daily (should
the date fall on a weekend or holiday, the SF-254 and SF-255 will be
due the first workday thereafter). This is not a request for proposal.
