C -- ARCHITECT-ENGINEERING SERVICES FOR PHOTOGRAMMETRIC MAPPING AND SURVEYING SERVICES, SUPPORTING PROJECTS ASSIGNED TO THE WALLA WALLA DISTRICT CORPS OF ENGINEERS SOL DACW68-97-R-0012 DUE 030397 POC Contract Specialist Charlene Duncan (509) 527-7207 (Site Code DACW68) Indefinite delivery type Architect-Engineer contract to provide professional A-E photogrammetric mapping and surveying services are required to support U.S. Army Corps of Engineers civil works program. Work shall include photogrammetric mapping, digital orthophoto generation, aerial photography, survey control establishment and related cartographic and surveying services, in support of planning studies and civil site designs. Primary work assignments are for the Pacific Northwest region of the Continental United States, encompassing the geographic boundaries of the Walla Walla District, Corps of Engineers, however, work may be assigned in any state where the Walla Walla District may be required to perform work. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 52.5% of the contractor's intended subcontract be placed with small business (SB) including 8.8% with small disadvantaged business (SDB), and 3% with women owned small business (WOSB). The subcontracting plan is not required with this submittal. The Standard Industrial Code (SIC) for this requisition is 8713. The small business size standard is average annual receipts for it's preceding 3 years must not exceed $2.5 million. PROJECT INFORMATION: This will be an indefinite delivery type contract not to exceed $1,000,000 total for one year. Proposed contract shall be for a period of one base year with the possibility of two (2) option periods not to exceed one year each. Contract total will not exceed $3,000,000. The base year and option periods each have a ceiling amount not to exceed $1,000,000. Option periods may be exercised at the discretion of the Government before the expiration of the base contract period (or preceding option period), if the contract amount for the base period (or preceding option period) has been exhausted or nearly exhausted. Work shall be accomplished in full compliance with established Corps of Engineers engineering manuals, health and safety requirements, and other policies as necessitated by special site conditions or job requirements. All services shall be supervised by a Certified Photogrammetrist with the American Society for Photogrammetry and Remote Sensing (ASPRS). SELECTION CRITERIA: See Note 24 for the general A-E selection process. Criteria "a" through "d" are primary. Criteria "e" through "i" are secondary. Criteria "h" and "i" will only be used as "tie-breakers" among technically equal firms. The selection criteria, in descending order of importance are: (a) Professional qualifications in the disciplines of Photogrammetrist, Professional Land Surveyor and Cartographer. (b) Specialized experience and technical qualifications: (1) Firms composed of certified Photogrammetrists with the ASPRS, having expertise in analytical photogrammetry, digital ortho production, airborne GPS controlled photogrammetry and large and small scale topographic mapping. (2) Firms composed of Professional Land Surveyors, having expertise in the establishment of survey control specific to photogrammetry. (3) Firms with in-house, specialized experience and technical competence in analytical aero-triangulation. (4) Firms with specialized experience in the acquisition of controlled and non-controlled aerial photography through the use of motion compensation cameras. Must also have demonstrated ability to perform development of aerial photo negatives and positives. (5) Firms with specialized experience and technical competence in topographic surveying, geodetic control surveying, precision static and kinematic GPS surveying, cadastral surveying, boundary surveying, and CADD map production. (6) Firms with specialized expertise in the production of digital terrain models (DTM) through photogrammetric processes and land based surveys to be used in civil designs and planning studies. (7) Firms composed of specialists having expertise in digital data translations of topographic mapping and digital orthophoto images or files, to varying file formats compatible with ESRI Arc-Info, Bentley and Intergraph software platforms. (8) Firms which have demonstrated capability to submit all work in hard copy report format, hard copy "F" size engineer drawings, and/or Intergraph Design File (DGN), version 5.0 or later file format. (c) Proposed photogrammetry equipment, survey instruments, computers, softwares and other equipment presently used by the firm. (d) Proposed project organization lines of authority, disciplines proposed and team backup personnel. (e) Demonstrated capability and capacity of the firm to perform the above work to meet short suspense dates. (f) Location in the general geographic region of the Walla Walla District with capability of quick turn around to and from the District Office in Walla Walla, Washington, and potential work sites. (g) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (h) Extent of participation of SB, SDB, WOSB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. (i) Volume of DOD contract awards in the previous 12 months, as described in Note 24. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition), and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include the firm's ACASS number in SF 255, Block 3b.
