Shuttlesworth (717) 861-8485 (Site Code DAHA36) The work is to be performed for the Pennsylvania Army National Guard.The scope of work consists, but not limited to, providing site survey and Types A, B, and C Services for an approximate eighty (80) foot high, 7,456 square foot air traffic control tower at Johnstown Municipal Airport, Johnstown, Pennsylvania, in accordance with current FAA standards. The work also includes the services necessary for the supporting facilities. Construction cost range is between $1,000,000 and $5,000,000. The building design is to accommodate seven to nine (7-9) air traffic personnel with air traffic control equipment, crew briefings, and operations and training. A- E selection criteria will include in order of importance: 1) Professional Qualifications -- education, professional status, and experience of design team professionals to be assigned to this project, 2) Specialized Experience -- experience in designing projects similar to or requiring the same skills as air traffic control towers, 3) Capacity to Accomplish the Work in the Required Time -- ability to complete this project within the scheduled time. Review of past performance and work loads, are the primary means of determining the firms capacity, 4) Past Performance -- past performance in terms of cost control, quality of work, and compliance with performance schedules, 5) Location -- geographic location of the firm's project office and knowledge of the locality of the project area, 6) Demonstrated Success in Prescribing the Use of Recovered Materials and Achieving Waste Reduction and Energy Efficiency in Facility Design -- evaluation factor based on direct references in the submittal and review of listed projects. Business size is unrestricted for proposed contract, therefore replies to this notice are requested from both large and small businesses. Standard Industrial Code is 8711. The small business size standard is $2.5 million in average annual receipts over the past three years. Firms shall submit SF 254 and SF 255 and photos of three projects of similar scope and function. Each photo shall include a project name, point of contact with telephone number and address relative to past performance. Project experience shall be listed for the last five (5) years. Firms shall identify all personnel to be assigned to this specific project, their experience, and specialty. Substitutes will have to be approved by the Contracting Officer.
