extension 494. The Aeronautical Systems Center intends to issue a
solicitation to competitivelyprocure the following: (a.) the upgrade of
two suites of C-17 Maintenance Training Devices (MTDs) to the C-17
production aircraft number 33 (P-33) baseline (including submission of
Engineering Change Proposals to ensure concurrency of the MTDs with
the evolving C-17 configuration beyond P-33), (b.) Contractor Logistics
Support (CLS) of the C-17 MTDs at two different US Air Force Bases,
and, (c.) a Maintenance Training Analysis (MTA) for the purposes of
recommending specific efficiency enhancements of the current training
system and evaluation of the feasibilityof contractor managed C-17
maintenance training. As part of this acquisition, the selected offeror
may be awarded follow-on effort by negotiation of separately priced
engineering or contract change proposals: to maintain concurrency of
the C-17 MTDs beyond P-33, to incorporate specific MTA recommended
enhancements into the current training system, or, for the contractor
to provide C-17 maintenance training. One prime contractor will be
selected for award. The Contractor Logistics Support will be procured
for 12 months (base period) with priced options for four additional
twelve-month periods. A C-17 MTD suite consists of complex, high
fidelity, full size trainers that replicate portions of the C-17
aircraft. Each MTD suite consists of the following 12 trainers:
Training Set, (2), Aircraft, Training Evaluation
PerformanceEac(A/E37M-T15) Trainer, Automatic Flight Control System,
Aircraft (A/E42M-T-5, Trainer, Engine Cowling, Aircraft (A/E32M-T1),
Trainer, Landing Gear, Aircraft ntr (A/E42M-T6), Trainer, Air
Conditioning, Aircraft (A/E37M-T16), Trainer, Cargo Door-Rails,
Aircraft (A/E42M-T7), Trainer, Refueling Receptacle, Aircraft
(A/E37M-T17), Trainer, Engine, Aircraft ) T(A/E32M-T2), Trainer,
Auxiliary Power Unit, Aircraft (A/E32M-T18, Trainer, Maintenance
Systems Aircraft (A/E37M-T18), Trainer, Fuel System, Aircraft,
(A/E37M-T19). The development suite of C-17 MTDs is currently
operational at Charleston Air Force Base and shall require upgrade to
production aircraft number 33. Contractor Logistic Support shall begin
1 Oct 97. The second suite of MTDs (production suite) is currently in
storage at ECC International in Orlando, Florida. Aircraft concurrency
modifications (under separate contractual actions) are currently being
implemented. These MTDs (production suite) will be provided as
Government Furnished Equipment to the successful offeror and will be
transitioned to an Air Force Base (CONUS) in an incremental fashion
upon completion of the upgrade. The successful offeror will be required
to retrofit these same concurrency modifications to the development
suite MTDs at Charleston Air Force Base to minimize impact to training.
Storage plan alternatives, based on training facility availability,
must be provided in the event programmed training facilities are not
ready when the MTDs are scheduled for delivery.Direct all requests for

937-255-0377. Offerors should specify if they desire a hard copy of
the solicitation as the solicitation will be placed on the Pre-Award
Information Exchange System (PIXS) electronic bulletin board and can be
accessed via modem at 937-476-7217. All offerors who have requested a
copy of the RFP will be notified by mail when it is released. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
