Petersen, Contracting Officer. The Naval Command, Control and Ocean
Surveillance Center, Research, Development Test and Evaluation Division
(NRaD) intends to procure, a mechanical device that can be carried and
operated underwater by a dolphin. The main body of the device is
rotationally molded from glass- filled, crosslinked, high density
polyethylene. Many small mechanical components made from a variety of
plastics, anodized aluminum, and stainless steel are attached to the
main body and allow the device to operate and interface with a dolphin.
Machined closed cell polyurethane foam components are used to control
the buoyance of the device. The scope of the effort will require the
contractor to fabricate, test and deliver the MK32 Mod 0 and MK 35 Mod
0 Accessory sets and small ancillary components and spares. The
Government intends to award a firm fixed price contract for a base
quantity plus three option quantities. This announcement is open to
small businesses only. The SIC Code is 3089. Contractors will be
required to submit both a cost proposal and technical proposal as
required in Section L of the solicitation. Proposals must be valid for
a period of 120 days. The proposed solicitation listed herein is a
100-percent: Small Business Set-aside. Solicitation document to be
