The U.S. Department of Commerce has a requirement for a free standing stone and bronze monument to be developed and placed in the Herbert C. Hoover Building (HCHB) at 1401 Constitution Ave., N.W., Washington, D.C. 20230. This monument will serve as a memorial to the late Secretary of Commerce, Ronald H. Brown, and the other individuals who died in a plane crash while in the line of duty. In addition to the monument, a small scale representation of the monument, suitable for unveiling at a public ceremony, must be made available no later than April 1, 1997. This notice will serve as the official Request for Quotations (RFQ). There will be no additional solicitation issued. In order to be considered for award Vendors must submit a quotation, to the attention of Michael Smith in Room: 6516, at the address above. Quotations are to be received in room 6516 no later than 2:00 p.m. EST on February 18, 1997. All quotations must contain a separate price for (1) the "Stone Monument," (2) the "Small Scale Model, or Artist Rendering, and (3) the "Total Price" for all items, to include delivery and set up in the Herbert C. Hoover Building (HCHB). The monument will be placed in the HCHB lobby on the existing marble floor, so a rubber mat should be provided to protect the marble floor. In addition to the price quote, vendors must provide the following items to assist the Government in their evaluation and selection: A) quotation including price, delivery and weight; B) pictures and location of similar monuments that you've produced; C) graphic representation or artist rendering of your proposed monument if different from the concept designs provided. The current design concept is as follows: The memorial will be a large free standing structure (approx. 6'x4'x1') with a sturdy base, and will be placed in the area currently occupied by the HCHB directory. It will be stone (marble or granite) with a bronze bas relief likeness of the Secretary at the top, and the names of Secretary Brown and the others along with quotations from Secretary Brown and President Clinton (approx. 175 words including names). Vendors may propose this exact monument, or a design similar to this concept. A set of computer generated graphic renderings of the current design concept is available upon request by contacting the Contracting Officer, Michael Smith at (202) 482-3978 or by fax at (202) 482-0546. It is the Government's intent to issue a Firm Fixed-Price Purchase Order in accordance with the Simplified Acquisition procedures of part 13 of the Federal Acquisition Regulation (FAR). The award of this contract will be based on a "Best Value" determination. The vendor will be selected based on an integrated assessment of the following evaluation factors: (1) Visual Impact, (2) Past Performance, (3)Price, and (4) Ability to meet the delivery schedule. This monument will be highly visible to everyone entering the Department of Commerce, and serves as a tribute to the service and supreme sacrifice of those involved in that mission. Although price is important, Visual Impact and Past Performance are of greater importance in this requirement. The delivery of the Small Scale model by April 1, 1997 is a mandatory requirement of any contract resulting from this notice, and must be met in addition to the delivery of the actual monument by June 1, 1997. The Government reserves the right to make an award based on initial quotations received, without conducting discussions. This requirement is reserved 100% for Small Business in accordance with FAR 13.105 under SIC Code 3281. For this requirement A small business is defined as a firm that does not exceed 500 employees. We will honor only written quotations received no later than February 18, 1997, 2:00 p.m. EST.
