STATES SINGLE INTEGRATED OPERATIONS PLAN THROUGH WEAPONS ALLOCATION,

negotiate on a sole source basis to expand the scope of contract
F25600-97-C-0501 to include maitnenance and enhancement of the
Strategic Mating and Ranging Program (SMARP) element of the Air Vehicle
Planning System for the period 01 April 1997 through 30 September 1997.
SMARP is used by USSTRATCOM as a strategic planning tool which
optimizes planning and scheduling of air refueling assets. SMARP
provides an integrated set of tools to plan the refueling support,
ranging from a single aircraft or cell up to total force deployment.
The software is implemented in C, C++, Ratfor, and FORTRAN. The
contractor shall provide the Government systems engineering and
technical support for SMARP to include on-site program support,
integration technical support, software maintenance, and technical
system engineering support. The contractor must be able to provide
support for formal test of SMARP, timely analysis of test results,
timely fixes of required code changes, and expert advice in response to
all Government questions on SMARP. All personnel performing the work
must have a Top Secret clearance. USSTRATCOM plans to award a contract
modificaton to Logicon, Incorporated, 222 W. Sixth St., San Pedro, CA
under contract F25600-97-C-0501. Logicon possesses the requisite RDT&E
expertise to provide this specific program requirement within the time
required by USSTRATCOM and within the available funding. No
solicitation document exists, threfore requests for such documents
shall be considered an invalid response. Interested parties should
respond in writing no later than 15 calendar days after publication of
this notice to the attention of Jan Tweed; 101 Washington Blvd; Offutt
AFB NE 68113-2107, FAX 402-294-7280. Responses from interested parties
should include a brief, concise technical capability statement that
deomonstrates an understanding of the Government's requirements and an
ability to perform these requirements. Technical responses received as
a result of this notice will normally be considered solely for the
purpose of determining whether to conduct a competitive procurement.
