Irwin, irwin@ex1.wes.army.mil. The USAE Waterways Experiment Station
(WES) proposes to award a purchase order to RENTEX Computing, Inc. of
Herndon, VA to provide Federal Information Processing (FIP) support
services for the Research and Development Information System in
accordance with the following statement of work: Maintenance and
Enhancement of Research and Development Management Information System
(RDMIS) Task 1: Programming/maintenance: Maintain the RDMIS system at
CERD and provide the system updates as needed by interacting with the
Corps System residing at the Waterways Experiment Station (WES),
Vicksburg, MS. Provide all system enhancements needed at CERD for
analyzing and printing the program documentation for Military, Civil
Works and Reimbursable Databases. Field questions from Corps
laboratories regarding RDMIS use and need for further development.
Organize laboratory needs and provide recommendations for system
enhancements to CERD managers. Provide approved system enhancement
needs to WES Information Technology Laboratory and assist in conversion
of the concepts to actual system modifications. This is not a computer
programming task but rather to serve as CERD's liaison. Reformat RDMIS
data files as required by CERD and the laboratories to produce any
specialized reporting unique requirements. It is understood that system
enhancements to the RDMIS system will be carried out by the WES
Information Technology Laboratory (or other designated representative
of CERD). This paragraph of Task 1 refers to requirements that CERD or
the laboratories have which is either a one-time need or unique to
only that particular agency. Provide programming as required by CERD
manager and WES ITL in analyzing the data in RDMIS to include creating
new programs and briefing materials needed to defend the program.
Provide programming interface from data collected from the RDMIS for
Long Range Science and Technology(SRS&T) program development and Civil
five year funding summary to other DOD agencies as required/requested
by CERD program managers. Task 2: Program Documentation: Collect the
laboratory military LRS&T data and Civil works 5 Year R&D plan data,
performing initial edits to insure conformity to HQ guidance. Provide
draft and final documentation for civil and military plans by working
with other agents of CERD to produce the required number of documents.
It is understood that final editing and reproduction are not the
responsibility of the Contractor. This task results in the production
of Military RDT&E LRS&T Books and the Civil Works Five Year Plaln.
Perform monthly downloads of SARDA ASTMIS database and update programs
as required. (This requires familiarity with Microsoft Access.)
Provide ad hoc queries from these data as requested by DRD program
managers. Task 3: CERD Representative: Serve as a representative for
CERD on the Data Architecture and Control Committee (DACC) for the HQ
Automated Information Systems. Provide assistance in meeting tasks
related to Automated Information Management Systems questions and
Automated Information Technology concerns. Meeting and Reviews: Review
meetings shall be required each week during the term of the purchase
order. The contractor's representative shall meet with a CERD
representative once each week for a minimum of two (2) hours at the
Pulaski Building, 20 Massachusetts Avenue, Washington, DC
Reports/Deliverables: The Contractor shall submit the following reports
to the government as requested by CERD Program Managers: One (1) copy
of five (5) Year CW R&D Plan shall be due by 15 April 96. One (1) copy
of LRS&T Documentation shall be due by 31 May 96. Written monthly
status reports and invoices shall be due by the fifteenth of the month
succeeding the work month. RENTEX is the only known source capable of
performing this work. They have the specified knowledge, system
expertise, and software experience in RDMIS necessary to perform the
required services and guarantee data integrity. RENTEX has written
project software and has an intimate knowledge of the software packages
and requirements specific to the RDMIS application, and to the research
and development community and its unique set of operating/reporting
requirements. RENTEX has gained detailed knowledge of data/information
requirements from the Pentagon to DRD, to include formats and level of
data aggregation required. This detailed knowledge requires one and
one-half to two man-years to develop. RENTEX has spent several years
developing the source code for management of these data bases. RENTEX
has been maintaining Corps data and has developed software and
procedures for manipulating the data which are not readily available
elsewhere. No other source has access to this software, and the
processes followed to develop it. Any inquiries should be received
within fifteen (15) days from the date of pubication of this notice.
