Agency (DLA) and Defense Reutilization and Marketing Service (DRMS) is
exploring the possibility of receiving concept proposals for Market
Maker Information Services. Concept proposals should investigate
innovative and creative business solutions that lead to or enable
entering into a contractual agreement with a firm who has demonstrated
success in the design, development and or maintenance of a large
automated inventory accounting system, relational data base management
system, management information system and who has experience in
implementing related new products and technologies. DRMS is responsible
for disposal of Department of Defense (DoD) excess personal property
throughout the United States and numerous overseas locations. DRMS
accomplishes this through reutilization, transfer, donation, sale, or
ultimate disposal of the property. DRMS manages and tracks the excess
property (acquisition value of approximately $12 billion in FY 96)
through a variety of automated systems.We believe that the data
included in these systems have a potential market value that is
currently not being realized. It is our belief that private industry
could improve and maintain the current information systems, and in
return obtain revenue from marketing of the information. It is our
belief that the revenue generated by marketing of this data should in
whole, or in part, offset the cost of improvements and maintenance of
the automated systems. GENERAL INFORMATION: SP4410-BAA-97-01 provides
further information regarding the scope of the project, submission of
proposals, the evaluation and award process, proposal format, and other
general information. It is expected that the information packet will be
