The Naval Air Warfare Center Weapons Division (NAWCWPNS), Point Mugu, California, plans to procure services for the operation and maintenance of the Sea Range instrumentation systems used to gather, process and report the results of tests in support of missile, aircraft, space and miscellaneous programs and training exercises. The work will be performed primarily at the NAWCWPNS Sea Range sites at Point Mugu, California, and the outlying Channel Islands. Secondary sites where work may be required include the Land Range and Electronic Combat test complexes at China Lake, California, the White Sands Detachment, White Saneds Missile Range, New Mexico, and on-board test and evaluation aircraft and ships. The Sea Range support includes, but is not limited to, operating and maintaining electronic instrumentation systems and sites for collecting trajectory and telemetry test data; operating and maintaining remote command-destruct sites; operating and maintaining airborne surveillance radar; operating and maintaining automatic and semi-automatic data reduction, assessment, plotting and display equipment; operating and maintaining electronic digital computers with associated input and output peripheral equipment used in real time to support NAWCWPNS operations and operational range control; operating and maintaining target control systems, operational display systems, and range instrumentation interfaces; computer software and hardware analysis studies; preparing data reduction and processing procedures; developing, modifying, converting, and maintaining computer-coded production and special purpose data reduction procedures; and handling, distributing, storing and disposing of all types of operational and classified data at the NAWCWPNS. This requirement will be a competitive set-aside for small business concerns. No foreign owned, controlled, or influenced companies will be allowed to participate. The one year (with four one-year option periods) contract will be a cost plus award fee, indefinite delivery, indefinite quantity type contract using best value source selection. The effort is scheduled to begin 01 October 1997. Top Secret facility and personnel security clearances of secret and top secret will be required.
