S -- REPLACEMENT OF EXISTING STEAM DISTRIBUTION AND COOLING SYSTEMS WITHIN THE HEADQUARTERS SUPPORT ACTIVITY/ARMED FORCES STAFF COLLEGE, NORFOLK, VIRGINIA SOL N62470-97-Q-6007 DUE 033197 POC Point of Contact, Ms. Patty DiVito, Contract Specialist, (757) 322-4138 The Atlantic Division, Naval Facilities Engineering Command, Norfolk, Virginia is seeking, for information and planning purposes, qualified and experienced sources interested in the replacement of the existing Steam Distribution and Building Cooling Systems at the Headquarters Support Activity/Armed Forces Staff College (HSA/AFSC), Norfolk, Virginia. Sources would be required to provide all supervision, labor, supplies, transportation, materials, equipment, tools, utilities, and permits necessary to build, operate and maintain a Central Energy Plant and Distribution System providing both low temperature hot water (LTHW) and chilled water (CHW) to the HSA/AFSC buildings year around. The HSA/AFSC area is a campus-like environment located in the southern portion of Naval Base Norfolk. Heating is currently provided by steam generated at Building P-1 on the Norfolk Naval Base and distributed to the buildings within the HSA/AFSC areas and cooling is provided by individual building systems. The Government would pay the contractor utility rates over an eight year contract period, with the central energy plant and distribution systems conveying to the Government at the end of the eight year period. The Contractor would be reimbursed only through the energy rate structure. The Navy's concept is that the plant will be dual fuel with natural gas and fuel oil. The Contractor would be required to provide his own fuel source to the plant with the option to purchase natural gas or fuel oil through the Government at the current Government rate. There are 44 buildings to be served within the HSA/AFSC areas. The estimated total heating load requirement of the 44 buildings is 38 million BTU/HR and the estimated annual heating requirement for the 44 buildings is 74,650 million BTUs. These totals do not reflect distribution system thermal losses. The estimated total design cooling load of the 44 buildings is 43 million BTU/HR or approximately 3,600 tons. The central energy plant is to meet the Base Engineering Architectural Plan. Davis Bacon Act, Service Contract Act and Buy American Act would apply. The package will be available on or about 14 February and will provide the siting for the plant and the total area of consideration. The Navy is interested in any other innovative methods, fuels, or ideas which are acceptable to environmental and commercial standards for the plant and distribution systems. Interested sources should submit a conceptual design for the central energy plant and distribution systems including general description of plant size and equipment, intended fuel use, and possible distribution routing. A rate schedule should also be submitted with separate categories of fixed capital, operation and maintenance, and fuel. A separate rate would be required for both heating and cooling energy. Interested sources should submit the technical information described herein in response to this notice no later than 31 March 1997. This is not a Request for Proposal. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. (0028)
