COMMERCE BUSINESS DAILY ISSUE OF JANUARY 31,1997 PSA#1773Ecology and Environment, Inc., 999 Third Avenue, Suite 1500, Seattle,
WA 98104 Y -- REMEDIATION OF RESIDENTIAL SURFACE SOILS, DAYTON AND SILVER CITY,
NEVADA SOL ZU1121 DUE 031497 POC Mary Ann Wright, Subcontract Manager,
(202) 624-9537. Solicitations are requested for services to remediate
a limited portion of the Carson River Mercury Site, a federal
Superfund site in Lyon and Churchill Counties, Nevada. Funding for this
project by the United States Environmental Protection Agency is in
place. Proposals are due by 4:30 p.m., March 14, 1997. The contaminant
of concern is mercury, which was imported to the area during the
Comstock mining era in the late 1800s and was used to remove gold and
silver from crushed ore. Mercury is still present in several
residential areas built on or near former mill sites. The purpose of
the project is to implement the EPA Record of Decision (March 1995)
which calls for excavating and removing up to two feet of surface soils
containing concentrations of total mercury in excess of 80 parts per
million, in five residential areas in Dayton and Silver City, Nevada.
The total surface area to be addressed is approximately 3.5 acres and
the inplace volume of soils to be removed is about 4,500 cubic yards.
The project requires excavation to depths of 0.5 to 2 feet, with
transport of soils offsite to a permitted landfill or for reuse if
allowable. Excavated areas shall be restored with clean backfill,
rolled gravel parking surfaces, garden beds, or lawns. In one area a
soil barrier wall will be required, consisting of either poured
concrete or masonry block. The contract is anticipated to begin in
early April, 1997, with substantial completion by August 15, 1997. This
description of work is not intended to be all encompassing. A full
description of all work to be performed is included in the detailed
plans and specifications (design sets) available from the above stated
address. The design set is expected to be available on or about
February 10, 1997. Interested parties may obtain copies of the design
sets upon payment of $100.00 in check or money order, payable in US
funds drawn upon a US financial institution, to Ecology and
Environment, Inc. for each complete set. Cash will not be accepted.
Requests for the design set must be sent to the above address and must
include the name of the person to receive the design set, the street
address of that person and their telephone number. Design sets will be
sent by overnight delivery. Attendance by prospective bidders at a
pre-bid conference and sitewalk is mandatory. The tentative date for
the pre-bid conference and sitewalk is Thursday, February 20, 1997 in
Carson City Nevada, from 9AM to 3PM. Transportation to and from the
site will be provided. The exact time and location will be included in
the cover letter accompanying the design sets. In the case of
inclement weather the pre-bid conference and sitewalk could be
re-scheduled; bidders planning to attend should contact the above
address within 24 hours of the planned date to confirm the time and
date. Prospective bidders are advised of the following (1) Areas to be
remediated are on private property and site access is limited. (2) All
requests for information must be in writing. (0029) Loren Data Corp. http://www.ld.com (SYN# 0129 19970131\Y-0010.SOL)
