Administration (GSA) is soliciting for unscheduled construction
services wi th design-build capabilities for interior and limited
exterior work in GSA-owned and leased buildings in state of Oklahoma.
The duration of the contract will b e for a period of one year with two
one year options, with both GSA and the cont ractor having the right of
refusal to exercise options. This indefinite quantit y contract covers,
but is not limited to, electrical, carpentry, masonry, plumbi ng,
mechanical and other repetitive repair services and all other items
referred to in the spec in addition to design-build services. Offerors
will be required to submit their responses to the following
questionnaire for the Technical Eval uation (Stage One). Offerors who
are determined by the Government to be in the c ompetitive range after
technical evaluations, will receive the Request for Propo sal (RFP)
package and will be required to provide a price proposal (Stage Two) w
hich shall include adjustment factors for Government pre-determined
line items a nd an adjustment factor for the Means Data Books prices.
A pre- proposal confer ence will be held in Oklahoma City, Oklahoma, to
promote a better understanding of the solicitation and to answer
questions about the submittal of technical pro posals. The date for
this conference is Thursday February 20, 1997, at 1:00 P.M .,in the U.
S. Post Office-Courthouse, 215 Dean A. McGee Avenue, Rm. 107, Oklaho
ma City, Oklahoma 73102. The estimat- ed cost is up to $500,000 per one
year pe riod. This is a negotiated pro- curement accomplished by the
Source Selection m ethod which will result in award of a firm-fixed
price contract to the firm offe roring the greatest value to the
Government. Technical ability is more importan t than price. Award of
this contract is contingent upon successful negotiations of a
reasonable price, however, award may be made without discussions.
Offerors will not be reimbursed for expensesor efforts under stage one
or stage two sub missions. The Government is not limited to contacting
only those references pro vided by the offeror. The Government may also
consider the offeror's performanc e on contracts not submitted by the
offeror that the Government is aware of or b ecomes aware of.
Definitions: Similar is de- fined for this contract as five ( 5)
projects of which at least one of the projects will have involved
building sp ace of a minimum of 10,000 SF. The five projects will have
involved interior an d exterior repairs and altera- tions within
federal, state, municipal owned buil dings or similar construc- tion
and which range from $5000 to $50,000. Quality is defined as meeting or
exceeding the customer's requirements as set forth in t he construction
contract documents in a timely and cooperative manner and within
establish- ed budgets. Simultaneous is defined as projects that have
been perf ormed concurrently. Stage One submission requirements: The
following tehnical factors will be evaluated by the responses to the
questionnaire and are listed i n descending order of importance:(1)
Experience and past perform- ance of the pr ime contractor on similar
and simultaneous projects. This factor considers the quality of the
offerors past performance in carrying out work of a similar and s
imultaneous nature with references to timeliness cooperation, technical
success and completion within budget. (2) Ex- perience, past
performance and qualificat ions of key personnel (on-site
superintendent and project manager). This factor considers the achieve-
ments or excellence accomplished on similar and simultan eous projects
by the key personnel within the last five years as well as related
education and training. If the experience was obtained by key personnel
while in the employment of another firm, identify the firm and a
representative by nam e, address and current telephone number. (3)
Technical approach to design- build delivery and experience and past
performance on similar projects utilizing desi gn-build. This factor
considers the success in areas of technical quality, deli very,
timeliness and budget maintenance. The offer- ors will be required to
sub mit their technical capabilities, experience and references for
Stage One by ans wering the following questionnaire: (1) List five
similar, simultaneous projects that your firm has performed over the
last five years. All five projects must be submitted in the following
format: Project title and contract number; Name o f person representing
the owner that is most familiar with the project and curre nt telephone
number; Description of project; Contract period; Size in square foo
tage of the project; Description of work performed directly by your
firm; Origin al construction award amount; Completion construction
amount; Number of owner in itiated change orders; Number of contractor
initiated change orders; Planned con struction completion date; Actual
construction completion date; Amount of Liquid ated Damages assessed;
Name of Project Manager. (2) (A) List the key personnel a nd each
person's education, training and experience and describe the duties of
t he key personnel in the following format; Name of key personnel and
title; Educa tion/Certificates/licenses; Experience; Duties; Amount of
time the individual wi ll be dedicated to this project; Does this
individual have signature authority f or the contractor and re-
strictions, if any. (B) List three similar projects th at each key
personnel has managed over the last five years. All three projects must
be submitted in the following format: Project title and contract
number; C ontract period; Size of the project in SF; Name of person
representing the owner that is most familiar with the project and the
current telephone number; Descri ption of the project; Completed
construction amount; Amount of liquidated damage s assessed, if any.
(3) Technical approach to design-build delivery. (A The desi gn-build
team will be arranged:(Describe to include lines of reporting, responsi
bilities of each team member and responsibili- ties for primary
individuals incl uded in the team. Describe a plan for executing a
design concept.) The respons e to factor number (3)(A) should be no
more than four pages 8-1/2"x11" paper, pr inted one side. (B) List
three design-build projects that have been performed ov er the last
five years. All three projects must be submitted in the following f
ormat: Project title and contract number; Name of person representing
the owner that is most familiar with the project and current telephone
number; description of the project. Responses to the above questions
are extremely important becau se although price will be a factor, the
lowest price may not receive the award a s the award will be to the
firm offering the greatest value to the Government. The technical
submittal (Stage One) should be received at the following address by
3:00 P.M. CST on March 5, 1997. The envelope should be marked with
Solicitat ion No. GS-07P-97-HUD-0016 (NEG) and labeled Technical
