This project includes furnishing all material, labor, equipment and supervision for the construction of new outdoor memorial stairs; the demolition of the Wooster Building and the construction of a new parking lot. All work shall be performed at the U.S. Merchant Marine Academy. The construction of the memorial stairs includes reinforced concrete foundations and slabs, granite steps and paving, and the adjustment of existing grades and lighting. The estimated range for this project is between $250,000 and $500,000. Funding for this project shall come from fiscal year 1997 and fiscal year 1998 funds. A site visit is tentatively scheduled for 27 February 1997 at the Academy's Safety Training Center, Room N308, Furuseth Hall. The applicable SIC code is 1611 and the industry small business size standard is $17.0 million. A limited number of solicitation packages will be available and will be issued on a first come first served basis. Only one set of plans and specs. will be provided to each requestor. There will be no charge for the plans and specs. All requests shall be made in writing, and shall include a telephone number (with area code), complete mailing address (with zip code), solicitation number and title. Telephone requests shall not be honored. All responsible sources may submit an offer which will be considered. This Notice is for information purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
