Z -- The U.S. Postal Service is soliciting proposals for Indefinite
Quantity Contracts (IQC) relative to miscellaneous asbestos abatement
and lead-based paint abatement in the USPS's Northeast Area, which
encompasses the six states of New England and upstate New York.
Multiple contracts will be awarded from this solicitation to cover the
geographic area. The term of the contract will be for two (2) years.
One or more "Work Orders" will be issued totaling not less than
$10,000.00 nor more than $200,000.00 during the two (2) year period of
the contract. A single work order will be for not less than $500.00
and not more than $100,000.00. The initial limit of $200,000.00 may be
increased by modification as agreed upon by the Contractor and the
Contracting Office up to the maximum of $1,000,000.00. Offers will
consist of a single multiplier. The multiplier will be applicable to
each and every item of work listed in the unit price schedule set forth
in the specifications. The Postal Service reserves the right to make
multiple awards on this IQC requirement. Sealed offers will be received
in this office, prior to, but not later than, 4:00 PM on February 27,
1997. Offers will not be publicly opened. The number of offers
received, the identity of the offerors, the amount of any offer, or
relative standing of the offerors WILL NOT BE DISCLOSED TO ANYONE until
award of the contract is made. Accordingly, please do not contact this
office for results. Offerors will be notified in writing upon award of
contract. Proposal documents, plans and specifications will be
available on or about January 31, 1997 at a cost of $25.00 per set
(non-refundable) from the Western Service Team, Facilities Service
Office, 6 Griffin Road North, Windsor, CT 06006-0300. Certified checks
or money orders only, made payable to the Disbursing Officer, U.S.
Postal Service (Reference Solicitation No. 082530-97-A-0038). Plans may
be inspected at the issuing office and information regarding their
availability may be obtained by contacting Cathy Cosgrove at (860)
285-7191. Questions concerning the technical aspects of the proposal
should be directed to Robert Romejko, Senior Project Engineer, TRC
Corporation, at (860) 289-8631. Note: A pre-proposal conference will be
held at the Windsor Facilities Service Office on Tuesday, February 11,
1997 at 2:00 p.m. Technical and price proposals are to be submitted
separately using the contractor qualification statement in the package.
One or more awards will be made to the best qualified contractors
responding to this adverisement. Minimum criteria for consideration
will be : 1) Licensing in each state an offer is submitted for; Five
(5) years of successful experience as a licensed prime asbestos
abatement contrator in each state an offer is submitted for; Submission
of a completed package. Additional information will be included in the
qualification package. Qualification statements will be evaluated by
the contracting officer's staff. Primary considerations will be 1)
asbestos abatement experience; 2) financial stability; 3) organization
and management capability; 4) abatement procedures; 5) Company
training practices; and 6) favorable references and recommendations
from previous clients. Other factors to be considered will include:
prior experience in Postal Service projects; staffing availability;
Minority Business Enterprises (MBE) participation and commitment.
Contractors must submit their proposals in TWO sealed envelopes,
indicating the solicitation number, one marked "PRICE," and the other
marked "QUALIFICATIONS," containing the above-requested information.
Applications will be evaluated by a U. S. Postal Service committee, and
all firms will be advised within sixty (60) days of receipt of their
application as to their qualification status. Firms selected as being
most qualified will be placed on the qualified list. The envelope
marked "PRICE" will be opened only for those contractors considered
among the best qualified. The successful contractors shall be required
to provide all labor, materials, equipment, permits, licenses and
waste packaging, and transportation and disposal to remove
asbestos-containing materials and lead-based paint from postal
facilities within the geographic area covered by this solicitation. The
work will be performed in accordance with the contract documents
(drawings, specifications, and project phasing schedule), EPA, NESHAPS,
OSHA, NIOSH, and any other applicable federal, state and local
