Failure to properly address requests for solicitations in accordance with this CBD notice will result in non-receipt of the solicitation package. Failure to properly address bids/offers in accordance to solicitation instructions may result in a late bid which cannot be considered. Written, fax, or electronic requests for solicitation packages are accepted. No telephone requests will be honored. Requests for copies of this solicitation should include your commercial and government entity (CAGE, a CAGE code has been assigned to you) along with your name, address, data fax number, and solicitation number. The fax number for requests is (309)782-4803. Electronic requests may be accepted through the Automated Acquisition Information System (AAIS). All IOC solicitations are available for viewing/downloading, in addition to procurement history, via the AAIS. The AAIS is accessible electronically 24 hours a day via modem at (309)782-7648. Terminal emulation should be VT100, no parity, 8 data bits and 1 stop bit. Once connected, enter 'aais' at the 'LOGIN' prompt. At the 'PASSWORD' prompt depress the 'ENTER' key. Information obtained through AAIS is also available on the Internet. Prospective customers may now access the IOC home page at http://www-ioc.army.mil/. The current method of accessing data through AAIS will remain in place until February 7, 1997. At which time access using modems and login will be discontinued. This proposed contract is being considered as a 100% set-aside for HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCUS) AND MINORITY INSTITUTIONS (MIS), as defined by the clause at 252.225-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and Mis should provide the contracting office as early as possible, but not later than 26 Feb 1997, evidence of their eligibility as an HBCU or MI, and an estimated cost to develop the Automated Container Load Planner software, and an estimate date of completion. If adequate response is not received from HBCUs and MIS, this request for Quote will be canceled without further notice. REMARKS: The current automation tool, Munitions Transportation Management System MTMS) provides automated interfaces with shippers, ports and customers. The automation system is oriented towards breakbulk movements and is not conductive to identifying containerized munitions shipments. Off-line (nonautomated) actions must be taken to identify container requirements. This often results in inaccurate and/or untimely identification of requirements. REQUIRED RESULTS OF THE DEVELOPMENT OF SOFTWARE TO AUTOMATE ... CONTAINER LOAD PLANNING PROCESS. REMARKS (2): The model will determine individual, compatible container load plans for preferred and alternate type containers. The model will calculate the number of containers required to transport the munition requirements. The software product will identify the necessary blocking and bracing materials required. (0030)
