synopsis/solicitation for commercial item prepared in accordance with
the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR)
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; invitation for
bids and written solicitations will not be issued. The solicitation
number is 1PI-B-1960-97 and this solicitation is issued as an
Invitation For Bid (IFB). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-45. The SIC Code 3699 and the small business size standard
is 500. Bidders shall submit signed and dated bids to UNICOR, Material
Management Branch, 320 First Street NW, Washington, DC 20534, ATTN:
Bid Custodian, on or before February 6, 1997 at 14:00 PM. Bids may be
submitted on SF1449 or letterhead stationery. Bids must indicate
solicitation #1PI-B-1960-97, time specified for receipt of bids, name,
address and telephone number of bidder, technical description of the
item(s) being offered in sufficient detail to evaluate compliance with
the requirements in the solicitation, terms of any expressed warranty,
price and any discount terms, remit to address if different than
mailing address. This is an "All Or None" requirement. Contract line
item(s) and quantities as follows: Item 0001 -- Computerized alternator
tester, 15 HP, 3 phase, 240-480 V, 450 amps load bank, RS232 interface
preloaded test specification supplied by UNICOR. Features are: fully
automated testing, measures more than 50 different alternator
parameters, checks all types of alternators and regulators, checks all
voltage regulator terminals and functions such as computer control,
soft start delay, feedback to the car on board computer, 10HP computer
controlled variable, computer controlled electronic load bank 6-32V,
250A, self diagnostic and calibration. Programmable variable speed
alternator drive system, 10HP, 3PH (15HP for ALT-99H), alternator shaft
speed up to 8000 RPM., computer controlled load bank 6-32V, 0-250A at
12V, 0.1V resolution (500A for ALT-99H), programmable for 1000
different alternator numbers with more than 90 parameters, built in
battery simulator 6-32V, built in label printer for performance curves
and measured parameters, built in test of all voltage regulator
terminals, special mode to identify voltage regulator terminal, capable
of checking new computer controlled alternators. Main test parameters,
ranges and accuracies: output voltage 0-50V plus/minus 0.15%, stator
voltage 0-50V plus/minus 0.15%, output current 0-300A plus/ minus
0.15%, field current 0-10A plus/minus 1%, alternator speed 0-10000 rpm
plus/minus 1%, alternator leakage 0-100mA plus/minus 1%, feedback
voltage 0-50V (0-100% PWM) plus/ minus 0.15%, output power 0-10000W
plus/minus 0.3%. Measures turn of speed, ripple voltage, pulley size,
input power, voltage regulator instability, torque and coefficient
(option) etc., alternator temperature25-200 degrees C, 1% (option).
Test modes -- manual, automatic performance scan (semiautomatic mode),
compare with original unit (go/no go test), multiple parameters test,
long test (up to 3 hours), voltage regulator identify test. Special
modes (edit data base, communication, diagnostic) -- RS232C serial
interface for data transfer from one machine to another or to a
personnal computer, self diagnostic after power on and special
diagnostic mode, built in calibration program. Quantity of 1 each.
(Dixie Electronics P/N ALT-99H is for reference only). Item 0002 --
Inputs and insulated thermocouple for measuring alternator temperature
in two places. Quantity of 1 each. (Dixie Electronics P/N 99R007 for
reference only). Item 0003 -- Heat exchange unit for continuous
operation. Quantity of 1 each. Price is to include up to 4 days of
training and a 6 month warranty to include all electronic and
mechanical components not to include plugs and connectors. Any
equipment that has been added to or modified by the customer is not
guaranteed to perform according to specification. All equipment must be
hooked directly to the outside power source with rated voltage
specified. Delivery shall be FOB destination, UNICOR Federal Prison
Industries, Highway 72 West, Three Rivers, TX 78071. Delivery of all
items is required in 10 weeks after contract award. A firm fixed price
contract is anticipated to result from this solicitation. The
following provisions apply to this acquisition: FAR 52.212-1,
Instruction to Offers-Commercial Items,FAR 52.212-3,Offeror
Representations and Certifications-Commercial Items. The following
clauses apply to this acquisition: FAR 52.212-4, Contract Terms and
Conditions-Commercial Items, FAR 52.212-5, Contract Terms and
Conditions Required to Implement Stautes or Executive Orders-Commercial
Items. Evaluation of Price Prices sonditions.aluated by multiplying
them by the quantities shown for the respective items listed, with the
appropriate Buy American Differential, if applicable. Discounts for
early payment, if offered, will not be consideredin the evaluation for
award. Determination for Award -- The Contracting officer will make
contract award in accordance with FAR provision 52.214-10, Contract
Award-Sealed Bidding. Award will be made without discussions to the
responsive/responsible bidder whose bid, conforming to this
solicitation will be most advantegeous to the Government, considering
price and price related factors. Any solicitation amendments issued by
the Contracting officer must be acknowledged by bidders. Bidders must
hold bid prices firm for 30 calendar days from the Bid opening date.
If bid is not submitted on a SF33, a statement specifying the extent of
agreement with all terms, conditions and provisions included in the
solicitation shall be provided by the bidder. Any bid that fails to
furnish required representations and certifications, or which rejects
or changes any terms and conditions of this solicitation, may be
rejected or excluded from consideration. A written notice of award
shall result in a binding contract without further action by either
party. Bids shall specify business size and classification. Documents
