information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
SP0490-97-R-0693 and is a request for proposal. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-45. The solicitation is
unrestricted; the applicable SIC is 3541, the size standard is 500

Installation & Testing -- A service representative shall verify proper
installation, witness a successful machine start-up, conduct
manufacturer's standard run-off test, document test results and provide
one copy of the runoff report to DSCR-M. (0004) On-site training --
Standard Operator Training shall be provided for 4 people for a minimum
of 40 hours and shall be performed during normal duty hours (excluding
Federal holidays). Training will begin immediately after acceptance of
the equipment. Delivery of all items is required within 240 days after
contract award. Delivery will be FOB Destination to DSCR-MC,
Maintenance Depot Mechanicsburg, ATTN: AL CHROMER, BLDG. 406, BAY C-21,
5450 CARLISLE PIKE, MECH. PA 17055. Inspection/Acceptance shall be at
destination. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition, with the following
revisions/additions: the period of acceptance indicated in paragraph
(c) is changed to 120 days; DSCR 52.214-9G01, Descriptive Literature --
IPE, applies; FAR 52.215-18, Facsimile Proposals applies, the telephone

52.233-9000, Agency Protests, applies; FAR 52.216-1, Type of Contract,
applies, the proposed contract will be a firm fixed price. NOTE: The
total price offered as a result of this combined synopsis/solicitation
MUST be all inclusive of all requirements contained herein. The
provision at FAR 52.212-2, Evaluation -- Commercial Items, applies, the
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers: (i)
technical capability, including quality, of the item offered to meet
Government requirement; (ii) past performance; (iii) price. Technical
capability and past performance, when combined, are significantly more
important than cost or price. The technical capability of the item
offered to meet the Government requirement must be established in order
for the offer to be considered for award of a contract. The technical
capability evaluation shall consider the technical information provided
as required by DSCR provision 52.214-9G01, Descriptive Literature --
IPE, included in the Addendum to clause 52.212-1, and clarifications
during discussions (if conducted). VENDORS MUST SUPPLY SUFFICIENT
DOCUMENTATION FOR THE GOVERNMENT TO DETERMINE THAT THE ITEMS BEING
OFFERED MEET THE REQUIREMENTS STATED ABOVE. Completed copies of the
provisions at FAR 52.212-3, Offeror Representations and Certifications
