The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is currently seeking sources that may be capable of supporting the United States Marine Corps requirement for a Target Location, Designation, and Hand-off System (TLDHS). Companies responding to this sources sought should provide a company point of contact and information on their applicable technologies/products/capabilities. Information of interest would include any of the following: a "white paper" synopsizing relevant company expertise and experience with related systems; product brochures; system/component performance data; and product operational and maintenance requirements/historical data. Respondents should also indicate their willingness to provide additional information and/or provide the overnment with an informal briefing regarding their capabilities. All proprietary information provided in response to this announcement will be treated accordingly. Companies responding to this sources sought will be placed on a mailing list to receive a draft Request For Proposal (RFP) which will be released for industry comments during the third quarter of FY97. Companies not responding to this sources sought but interested in being added to the draft RFP mailing list should contact NSWCDD at the address given below. The TLDHS will be a man-portable, automated equipment suite used by Forward Observers (FOs), Forward Air Controllers (FACs), Naval Gunfire Spot Teams, and other target acquisition/reconnaissance personnel. The Marine Corps is currently planning to field the TLDHS in two phases. During the first phase, a baseline TLDHS system will be fielded. The baseline system will consist of two major components (and associated application software): a target acquisition subsystem and a Rugged Handheld Computer (RHC). The target acquisition subsystem will incorporate a hand-held/tripod-mounted eyesafe laser rangefinder, and azimuth/vertical angle sensors. The RHC will be a USMC common computer resource. During the second phase, the baseline systemwill incorporate a laser designator as a Pre-planned Product Improvement (P3I). The TLDHS baseline system will provide operators with the ability to acquire and locate targets and digitally transmit targeting data in pre-formatted messages to fire support coordination/direction agencies and weapons delivery platforms. Observers acquire targets using the target acquisition subsystem which also provides target range, and azimuth and elevation angles. Using this information and the observer's location obtained from the RHC's embedded Global Positioning System (GPS) receiver, the TLDHS application software calculates very accurate target coordinates. The TLDHS application software will then process this targeting data together with user supplied information for incorporation into pre-formatted messages for digital transmission via tactical communications systems. It is requested that interested companies provide a response with the information requested above no later than 28 February 1997. This is not a Request for Proposal, nor does the Government intend to pay for any responses hereto.
