newmanc@nih.gov. The National Institute of Child Health and Human
Development (NICHD) has a continuing requirement for a maternal
lifestyles study including the continued development of
neurodevelopmental assessment batteries and data analysis. The
"Neurodevelopmental Battery for the Maternal Lifestyles Study" project
is a multi center longitudinal observational study of the sequelae of
intrauterine polysubstance exposure on the outcome of infants and
their families from birth to three years of age. The clinical portion
of the project was initiated in 1991 at four Neonatal Research Network
sites, Detroit, Miami, Memphis, and Providence. Under the current
contract with E.P. Bradley Hospital (Brown University), scheduled to
expire on 14 September 1997, a cohort of 1400 mother-infant dyads
exposed to drugs and their controls, were followed and assessed from
the age of one month through age three utilizing the battery developed
by the contractor. Under the proposed new contract, study of the
cohort will continue from age three through age seven. The contractor
has developed plan for analysis of the data collected at the four
centers and is currently implementing these analyses according to a
design approved by the NICHD. In order to perform the continued work a
new perspective contractor would need access a comparable cohort of
mothers and infants, similar in age, that have been subject to a
comparable neurodevelopmental assessment battery from infant to age
three. A new contractor would be also be required to develop an NICHD
approved assessment battery for infants from age three to seven years
and an analysis plan by January 1998 for use during the 1988 annual
examinations. As a result, the NICHD plans to award a five year
contract to E.P. Bradley Hospital (Brown University) using other than
full and open competition in accordance with 41 U.S.C. 252 C (1) and
FAR 6.302-1. The purpose of this synopsis is to determine whether there
are other sources capable of meeting the Government's requirements as
described. Capability statements should be submitted within 45 days of
