Construction Monitoring Services (DRCM) for projects throughout the
primary geographical area of the Commonwealth of Pennsylvania; Sussex,
Warren, Somerset, Hunterdon, Mercer, Ocean, Berlington, Camden,
Gloucester, Atlantic, Salem, Cumberland and Cape May Counties of New
Jersey involving repairs, alterations, renovations, modernization, and
new lease construction of buildings or portions thereof. In addition,
the Government, at its option, reserves the right to order services in
the Commonwealth of Virginia and the states of Maryland, Delaware and
West Virginia. This procurement will be set aside for Minority
Businesses under the auspices of the Small Business Administration's
8(a) Program. Firm desiring consideration must be eligible 8(a) firms,
meeting the requirements of section 8(a) of the Small Business Act.
DRCM contract does not include traditional design services.
Congressional Legislation Public Law 100-576, the Omnibus Trade &
Competitiveness Act of 1988, the Metric Conversion Act, and Executive
Order 12770 requires federal agencies to adopt metric units of
measurement. DRCM services may consists of: (a) Design Phase Services
consisting of code analysis, design reviews, review of cost estimates,
schedule, etc. performed by other A-E firm; (b) Construction Phase
Services review of contractor's CPM schedule and submittal,
negotiations for changes, claims, meetings & conferences, periodic or
continuous construction inspection/observation (regular hours, after
hours and weekends); progress records, digital photography, verify the
value of work & material in place at a specific date, beneficial
occupancy and project closeout. Attention -- Any continuous
construction monitoring beyond 26 weeks shall be payable at negotiated
field overhead rates. The DRCM will be encouraged to hire construction
monitoring personnel from the local area where the services are needed.
DRCM services related to repair and alteration system upgrade or new
construction projects will be for federal facilities and generally will
range up to $5,000,000 in construction cost. The firm must have
previous experience in DRCM work related to occupied facilities and
must be able to provide full DRCM and on-site supervision services for
related engineering and architectural disciplines on call throughout
the designated geographical areas. CATEGORIES OF EVALUATION CRITERIA TO
BE APPLIED IN THE SELECTION PROCESS IN THE ORDER OF IMPORTANCE ARE AS
FOLLOWS: 1. PAST PERFORMANCE & EXPERIENCE with related or similar
projects. The firm will provide a separate detailed narrative of only
ten relevant projects as noted in SF 255, Item #8. List projects which
demonstrate firm's experience with projects of similar size and scope
(not bridges or tunnels, etc.). 2. ORGANIZATION AND MANAGEMENT:
Capability of team organization and ability to control budgets,
schedules, and quality assurance. Critical factors include prior
experience, types and numbers of personnel in desired disciplines,
experience of team members. 3. PERSONNEL QUALIFICATIONS: Team members
will be evaluated on the basis of their education and professional
certification or licensure and experience. Demonstrated ability to work
as team member on Repair, Alterations or New Construction projects of
similar size and scope in occupied buildings. 4. PREVIOUS EXPERIENCE
AND FAMILIARITY with federal government design standards and
procedures. Consideration will be limited to prime firms capable of
providing a minimum of 50% of total team services with in-house
personnel resources in an existing active office in the primary
geographical areas. The estimated early contract start date is 11/97.
The contract will cover an initial one (1) year base with four (4)
one-year renewal options. The contract will include hourly rates for
anticipated disciplines for use in negotiating fixed price work orders.
The maximum amount to be expended under the contract shall not exceed
$750,000.00 per year. The total value of work orders placed against the
contract for any year may be exceeded by the contracting officer by up
to 50% of the cumulative fee of $750,000.00 per year or $1,125,000.00.
Firms meeting the designated geographical limitations and having the
capabilities to perform the services described herein are invited to
respond by submitting completed SF 254 and 255 along with a letter of
interest (identifying this announcement by number) to the office listed
below within 30 calendar days of the date of this notice. Please use
"revised SF 254 & SF255 dated November 1992, copies can be obtained by
calling (215) 656-5525. SPECIAL ATTENTION SHOULD BE GIVEN IN THE
FOLLOWING AREAS OF THE SF 255: ITEM 7: List only the team members
including staff professionals who will actually perform the major tasks
under this contract. ITEM 8: List only 10 relevant projects for the
entire team, which includes Prime, Joint Venture & Consultants.
Indicate which firms performed each of the projects. Include only
relevant projects of similar size and scope to those to be performed
under this contract. ITEM 8B: Give a synopsis of the scope of work for
each project. ITEM 9C: Give a point of contact and telephone number
for each project. ITEM 10: In a narrative form, outline your firm's
approach to design reviews, quality control, cost control, and project
management. Include additional information regarding the firm's
qualifications to perform work similar in scope and size. The last
entry under Item 10 must read: "I hereby certify that the firm listed
under Item 1 meets the Small Disadvantage Business and primary
geographical limitations stated in the CBD announcement for this
contract." The overall team must be certified in the following SIC
