202-927-1127 Solicitation No. CS-97-014 for the acquisition of
Information Engineering (IE) and Business Process
Improvement/Reengineering experience to support the U.S. Customs
Service Office of Information and Technology. This requirement will be
conducted as an 8(a) competitive acquisition. Consistent with
generally accepted practices and principles associated with IE, the
contractor will examine, define and integrate data (entities) with
logical groupings of business activities or processes in support of
enterprise goals and objectives to portray the Enterprise Business
Process Engineering Model. The products generated will include a series
of process and data models and an enterprise encyclopedia, depicting
and codifying the relationships between entities, business processes
and objectives. The contractor shall be familiar with all aspects of
Information Strategy Planning (ISP) using state of the art
metholodgies, assist the government staff in planning for and
integrating the latest technology into current Government automated
systems, and have demonstrated experience in Enterprise Model
development, Business Area Analysis (BAA), Joint Application Design
(JAD), and Rapid Application Development (RAD) techniques. The
Contractor shall be required to assist in enhancing current application
system capabilities, or developing and maintaining new systems.
Demonstrated experience in the planning, design, development, testing,
implementation and maintenance of large scale, batch and online,
transaction processing systems in an IBM compatible mainframe
environment and utilizing command level CICS, CA-ROSCOE or TSO/ISPF,
INTERTEST or another interactive debugging software library management
systems, CA-DATACOM/DB, Oracle or another mainframe relational
database system, OS-JCL and COBOL II is highly desirable. Customs
anticipates awarding an indefinite-quantity type contract with a twelve
month base period and four (4) option years. The anticipated issuance
date of the Request For Proposal CS-97-014 is on or about 05 March
1997. The proposed 8(a) competitive acquisition will be conducted with
FAR 19.805 and Section 8(a) of the Small Business Act (15 U.S.C.
