Contracting Officer -- Scott A. Crosson, (703) 706-2764 This proposed contract effort is part of a requirement initially published 3/27/96 for Information Warfare/Information Operations (IO) Support. The original requirement has been split into two separate acquisitions -- IO Systems Engineering, Integration, and Operational Support and IO Program Management Support and Technical Assistance Services. PREVIOUS REQUESTS FOR SOLICITATION NUMBER DAHC90-96-R-0007 WILL NOT BE HONORED. Interested sources must make new requests under this announcement and/or the announcement published under CBD classification code R. To preclude conflicts of interest, the same contractor will not be awarded both contracts. The purpose of this acquisition is to obtain IO systems and operational support for the US Army Land Information Warfare Activity (LIWA), USAINSCOM. LIWA provides IO support to the land component and separate Army commanders and participates in joint IO activities. Services required include IO systems development/integration, IO engineering, technical analysis, and world-wide Army Computer Emergency Response Team (ACERT) support. Multiple awards under indefinite delivery indefinite quantity time-and-materials task order contracts are anticipated. The combined maximum value over the potential five (5) year performance period will be $75 million. Contract performance will require personnel with Top Secret Sensitive Compartmented Information (TS/SCI) clearances adjudicated by the Contractor Support Element (Ft. Meade, MD), possession of which will be a condition for award. An unclassified preproposal conference will be held o/a 3/27/97, however, access to reading room materials will require a TS/SCI clearance. The solicitation will provide details.
