Air Mobility Command (AMC) solicits information from sources interested
in providing falconry services from non-government sources to support
several AMC Air Force bases nationwide. Falconry utilizes trained birds
of prey (BOP), including falcons and hawks, to scare other birds from
airfields and adjoining Air Force land. HQ AMC seeks to develop a list
of contractors to provide bases, three-person teams utilizing five
birds minimum, available to fly nearby the runways, taxiways, infield
areas, and hangars between hours of sunrise to sunset,
seven-days-per-week to reduce the risk to all air activities, takeoffs,
and landings. BOP must fly prior to morning mission departures and
prior to evening mission arrivals, as required. BOP must also fly at
other times, upon request of the airfield manager. Contractor will
coordinate BOP activities daily with airfield manager and coordinate
with tower prior to any BOP flights. Contractor is responsible for BOP
transportation to and from airfield, as well as all necessary feeding,
handling, and care. Contractor must maintain constant communication
with the control tower and base operations while on base. Contractor is
responsible for any protective clothing required for handling BOP.
Contractor shall furnish weekly reports to the government. The proposed
weekly reports list: number of flights conducted per day, approximate
time of flights, type of BOP used, the results of actions including
numbers and types of bird species killed, and any other pertinent
information. The government is performing a market survey to determine
potential interest from vendors in providing these services at some
point in the future. Consequently, AMC requests interested vendors
provide a written Capability Statement (limited to five pages)
including the following information for government evaluation purposes
only. A brief description of the company, including business size
(large, small, small disadvantaged, 8(a), or women-owned business
concern), history, and description of falconry services provided to
either the government and/or general public. Include past and present
information relating to similar services provided to either government
and/or commercial airport or airline customers. This should include a
brief description of similar services performed by reference to
overall programs and/or customers over the last five years. Interested
parties may provide a brief discussion of their current and projected
capabilities in light of their corporate mission, and how they would
intend to pursue and successfully accomplish such services for AMC.
Vendors may include any other information deemed relevant to the
government in completing this market survey and assessment of their
capabilities. The capability statement should include a point of
