Contractor Maintenance Services(CMS)and Contractor Engineering Technical Services(CETS) in support of the Government of Kuwait F/A-18 Aircraft including equipment and weapons. Support will provide a workforce that augments existing Kuwait organic personnel. Systems to be supported include but are not limited to: Avionics, airframes, powerplants, aviation life support system, and related support equipment. The solicitation will be issued on an unrestricted, full and open competitive basis. The procurement will be conducted on a "Best Value" basis requiring the submission of cost/price and technical proposals. The technical proposal will be more important as the overall evaluation base than the price proposal and will address the following factors: Technical Approach, Personnel Resources, Management Plan Approach, Corporate Experience and Past Performance. The contract will have a basic period of twelve(12) months with two(2) one-year options. The requirement is for 157 tasks having estimated hours for the basic contract and the two option-years of 301,440 per year for a total level of effort of 904,320 hours. The contemplated contract type is a Cost Plus Fixed Fee contract. All responsible sources may submit a proposal which shall be considered by the agency in response to this solicitation. The request for proposals will be issued on/about 21 Feb 97. All work will be accomplished in Kuwait. Currently work is being performed under contract N00140-96-C-1768.
