COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 3,1997 PSA#177420 -- SHIPBOARD SOLID WASTE SHREDDER/COMPACTOR The Naval Sea Systems
Command is conducting a market survey to determine the existence of
domestic and foreign sources for a shipboard solid waste processing
machine capable of compacting mixed solid waste into sealed sanitary
containers that can be handled by ships personnel. The machine must be
in production, ready for operational test and evaluation. The machine
must consist of a shredder capable of reducing an unsorted mixture of
all solid waste typically generated aboard a naval warship (except
plastics) including metal cans, glass bottles and jars, paper,
cardboard, cloth, wood and food. It should also include a compactor
capable of densifying the resulting shredded waste into containers such
that the resulting filled and sealed containers sink in seawater
without the addition of expendable weights. Filled containers must be
sealable for long-term (3 months) sanitary storage and must not be
constructed with any plastics so that they may be dumped at sea. The
machine must be designed to satisfy military shipboard shock,
vibration, noise, and EMI requirements. To facilitate installation on
existing ships, the machine must be capable of passing through a 26" X
45" opening, or be readily disassembled into modules that will pass
through this opening. All interested firms should provide pertinent
information concerning current in-house capabilities and practices;
quality control/quality assurance; demonstrated ability, and successful
and timely completion of similar work as demonstrated by a listing of
past commercial and military customers, contract numbers, points of
contact and work descriptions. This announcement is a request for
information only and is not a Request for Proposal (RFP) or an
announcement of solicitation. The intent of this announcement is to
identify sources for the procurement of test articles. The goal of the
testing and evaluation will be to qualify the candidate system for
approval for Navy use and procurement. If testing satisfies the U.S.
Navy's needs, a follow-on procurement of approximately 10 units will be
initiated by FY99. No telephone inquiries will be accepted. The
Government will not pay for any materials provided in response to this
synopsis. Respondents will not be notified of the results of this
evaluation. Responses are due by 14 February 1997. Responses should be
