443-4460 The Food and Drug Administration intends to modify the
existing contract with Ecology Services, Inc. (ESI) to add an
additional six months of radioactive and mixed waste disposal services.
The FDA is currently in the process of finalizing the Environmental
Assessment (EA) for the three low-level radioactive waste (LLRW)
storage buildings at the Beltsville Research Facility (BRF) in Laurel,
Maryland. Until the EA process is completed, the FDA cannot use the
buildings for storage of LLRW since the LLRW Amendment Act mandates
that the LLRW generators in Maryland have an approved Extended Interim
Storage Plan and Nuclear Regulatory Commission (NRC) approved LLRW
storage facility ready to use. In the event that the only dry solid
LLRW disposal facility in Barnwell, South Carolina closes, the FDA
would have to cease radioactive operations that generate LLRW at the
Beltsville site. Should the Barnwell, South Carolina disposal facility
close, ESI has a signed agreement for off-site extended interim
storage in Florida which will be available to the FDA. Extending the
current contract for six months will allow enough time for the FDA to
finalize the EA for the storage buildings at the BRF and transfer the
LLRW management operations to the new buildings. Interested concerns
shall submit a written statement to permit evaluation of capability to
provide the required services including extended interim storage plan.
Failure to submit documentation will result in the Government
