a firm-fixed price The Coast Guard intends to solicit, negotiate and
award a sole-source procurement to Northern Telecomm Inc., 1057 So.
Sherman St., Richardson, TX . The SIC Code is 8299, Schools and
Educational Services. Northern Telecomm requires all students be
certified in order to install and maintain a telecommunications PBX
switching system under warranty by Northern Telecomm. Course
descriptions are as follows: (1) Meridian 1 Options 21-81 Installation
and Maintenance course #263 (14 April 1997) is designed for personnel
responsible for installation and maintaining the Meridian 1 Options
21-81 systems. (2) Meridian 1 Options 21-81 Database for Technicians
course #302 (28 April 1997) is designed for those who troubleshoot and
maintain the Meridian 1 and make changes to maintain and update an
operating Meridian 1 database. (3) Meridian 1 ACD A-C2 course #340 (05
May 1997) Features Administration course is designed for personnel
responsible for providing and operating Meridian 1 Automatic Call
Distribution (ACD) packages A-C2. Personnel shall be given the
necessary skills to provision an ACD system, including agent and
supervisor features to meet customer requirements. Personnel shall gain
the skills necessary to interpret Management reports. (4) Meridian Mail
Basic Administration course #361 (12 May 1997) is designed for
personnel who are responsible for administrating the Meridian Mail
database; and who may need to train others on Meridian Mails
capabilities and usage. (5) Basic Alternate Route Selections (BARS)
course #321 (05 May 1997) is designed for telecommunications personnel
that administer, implement or maintain the BARS lease cost routing
database in a Meridian 1. (6) Network Alternate Route Selection (NARS)
course #321 (16 June 1997) is designed for telecommunications
personnel that administer, implement, maintain and troubleshoot a
Meridian 1 network consisting of several switches using the NARS or
Coordinated Dialing Plan (CDP) software for communications. Northern
Telecomm is the Original Equipment Manufacturer (OEM) and the PBX
circuitry is considered proprietary data. Any other source other than
Northern Telecomm must demonstrate the certification and training they
provide will fulfill the manufacturers warranty stipulations. Data
rights are not owned by nor available from the Coast Guard. Performance
period to commence on 14 April 1997. The contractor shall choose a site
location in the Continental USA. The contractor shall provide all
labor, material and supplies necessary to complete the course
instruction listed above. No telephone inquiries will be accepted.
Written responses, providing sufficient data to determine capability to
meet the requirement, must be received by this office within fifteen
(15) days after date of publication of this synopsis. If no responses
are received within the fifteen (15) days, with sufficient information
to determine that another responsible source is available,
negotiations will be conducted withNorthern Telecomm Inc. The
solicitation will be issued on or about 3 March 1997, and closing on or
before 17 March 1997. This notice is for informational purposes for

Department of Transportation (DOT), Office of Small and disadvantaged
Business Utilization (OSDBU) has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
