DMSP program office is seeking a qualified contractor capable of
providing continued support and services for the Special Sensor
Ultraviolet Spectrographic Imager (SSUSI). This is a follow-on effort
to the office of the Navy Space and Naval Warfare Systems (SPAWAR)
contract number N00039-91-C-0001 with John Hopkins University/Applied
Physics Lab (JHU/APL). The effort required to perform this contract
will include: (a) Support (including but not limited to include
integration activities at the contractor, store the units until launch
call-up, perform final calibration of each unit prior to final
delivery, instrument and groundware validation) of the Block 5D-3
Program at Space and Missile Systems Center (SMC/CI, Los Angeles AFB,
CA), DMSP spacecraft contractor facilities (Lockheed Martin Missiles
and Space, Sunnyvale, CA), Vandenberg AFB, CA, Air Force Global Weather
Central (AFGWC, Offut AFB, NE), 6th Satellite Operations Squadron
(6SOPS, Offut AFB, NE), 50th Weather Squadron (50th WS, Falcon AFB,
CO), and Fairchild AFB; (b) Provision of facilities for, and
performance of: maintenance and modification, reconfiguration, storage
and test of 5 (five) Government-owned SSUSI flight units; (c)
Investigation, analysis, and resolution of SSUSI anomalies on-orbit or
prior to launch, including performing engineering analyses and
developing, maintaining and upgrading documentation; (d) Performance of
post-acceptance factory testing, reactivating from storage and pad
preference go/no go testing, shipment of Government Furnished Equipment
(GFE), integration of the SSUSI payload, and the testing, checkout,
repair, and handling of SSUSI sensors and associated hardware at
Vandenberg AFB, CA and Lockheed Martin in support of pre-launch and
launch operations, including early-orbit operations at Offut AFB, NE;
(e) Maintenance and documentation of SSUSI ground processing software,
science algorithms, and associated documentation; and (f) Performance
of systems engineering support to include feasibility assessments and
analysis of proposed changed and/or modifications of the Block 5D
system to determine their validity, necessity, and adequacy with
respect to mission requirements. A Cost-Plus-Fixed-Fee contract is
contemplated, with a basic period of 6 months and options for 4 years
and 6 months. This synopsis is for information and planning purposes
