Synopsis No. 18. The Space and Naval Warfare Systems Command is seeking
sources capable of developing and producing Super High Frequency (SHF)
terminals over a seven year period. Terminals will be NDI based
systems and will feature open system architecture for ease of
evolutionary improvement. The terminal shall include antennas, antenna
tracking equipment, transmit and receive equipment,
modulation/demodulation equipment, control, monitor and alarm
equipment, timing and frequency standards, and power distribution,
cooling and other ancillary support equipment. Configurations will
include both single and dual antennas, four foot and seven foot
antennas and must meet Radar Cross Section (RCS) signature reduction
requirements. The equipment desired must be able to operate
transparently with current D.S.C.S. network. The terminals must meet
all shock, vibration, EMI specifications applicable to a mission
critical system. Information submissions should include equipment
warranty provisions, references to manufacturing, testing, and
environmental standards incorporated. All submissions should include
recommendations for life cycle support methods. Respondents should
indicate their capability to meet Government security requirements,
including appropriate facility clearance(s) and storage capability to
the SECRET level, personnel clearances to the highest level of tasking,
and personnel providing on-call technical services must possess a
COMSEC clearance in addition to a SECRET clearance. Since Small
Business (SB), Small Disadvantaged Business (SDB), and 8(a) firms are
a major concern of SPAWAR, all respondents should indicate their status
as SB/SDB or 8(a), or the extent to which they could include SB/SDB or
8(a) as a significant part of a resultant procurement. Information in
this regard should include: (1) a list of relevant SB/SDB or 8(a)
firms with a brief description of how they might be used, and (2) a
list of hardware and specification functions considered compatible with
the capabilities of SB/SDB or 8(a) firms. Interested firms are invited
to submit two (2) copies of qualifying information within twenty (20)
days from the date of this publication. The qualifying information
shall not exceed ten (10) pages and are to include: (1) summaries of
the company's capabilities and experience in the design and manufacture
of RF systems, and (2) any other qualifications pertinent to the
proposed card sets. The draft technical documentation is available on
the SPAWAR Bulletin Board for information and comment. Comments will be
accepted until 10 days after publication of this request for
information and should be sent to the point of contact below or via

14,400 BAUD with a setting of 8:N:1. To download the information, the
prospective offerorswill need, at a minimum, PC or MAC, with modem
emulation software that supports VT100 or ANSI standing, a modem that
operates between 300 bps -- 14.4K bps (for non-internet access), and
0.6 MEG of free disk space. Draft information will be compressed by
shareware program, PKZ204G.EXE. All information will be in MS Word 6.0
format. The SPAWAR BBS will be available 24 hours a day, seven days a
week. However, as the demand may be heavy, it may be necessary to call
