Distributed Sensor Integration and Display Systems Technology -- BROAD
AGENCY ANNOUNCEMENT (BAA) N00019-97-BAA-001. Technical point of
contact: Kathleen Griggs, Code 4.5.5.1, (301) 342-9096. This BAA is an
unclassified solicitation to obtain fundamental research proposals in
the area of Electronic Sensor Integration and Display Technology. The
selection of one or more sources for contract award will be based on
a scientific and engineering evaluation of your response (technical and
cost as it relates to the technical effort) to determine the merit of
the technical approach used to respond to this announcement. New
innovative and creative technologies with applications designed to
improve Navy systems are of primary interest. The specific areas of
interest in fundamental research include the following: (1) enabling
technologies for combining on-board and off-board sensors to provide a
faster and more coherent output for the user; (2) technologies that
enable small, distributed sensors to have more sophisticated control
interfaces with increased autonomy; (3) display systems that are more
closely matched to human cognitive abilities. Proposed research should
investigate approaches that will directly benefit aircraft and ground
personnel. Each technology should be demonstrated in at least one end
product that can be integrated into a Navy demonstration involving
either aircraft, weapons and/or ground personnel. Examples of
technologies include, but are not limited to: smart sensors; small,
low-cost robotic systems; low-power networking; new methodologies and
control systems for managing distributed, multiple electronic sensors;
real-time sensor data integration and visualization tools; and display
technologies that provide significant improvements over current display
capabilities and which potentially includes both direct view and
head-mounted systems. Proposers must obtain a package, BAA
N00019-97-BAA-001 Proposer Information Package, which provides further
information on areas of interest, the submission, evaluation, and
funding processes, proposal abstract formats, proposal formats, and
other general information. This package may be obtained by fax,
electronic mail, or mail request to the administrative contact address
given below. Proposals not meeting the format described in the package
may not be reviewed. In order to minimize unnecessary effort in
proposal preparation and review, proposers are strongly encouraged to
submit proposal abstracts in advance of full proposals. A original and
five (5) copies of the proposed abstract must be submitted to the
following addresses on or before 4:00 PM Friday, March 28, 1997. The
original should be sent to Commander, Naval Air Systems Command, AIR

22347 Cedar Point Road, Unit 6, Patuxent River, MD 20670-1161. Proposal
abstracts received after this time and date may not be reviewed. Upon
review, the Navy will provide written feedback on the likelihood of a
full proposal being selected and the time and date for submission of a
full proposal. Proposers not submitting proposal abstracts must submit
an original and (5) five copies of the full proposal to the following
addresses on or before 4:00 PM Wednesday, December 31, 1997. The
original should be sent to Commander, Naval Air Systems Command, AIR
2.5.3, Bldg. 3189, Unit 8, Attn: Paula Coxon -- N00019-97-BAA-001,
Naval Air Station, Patuxent River, MD 20670-5449; and (5) copies to

Patuxent River, MD 20670-1161. This notice, in conjunction with the BAA
N00019-97-BAA-001 Proposer Information Package, constitutes the total
BAA. No additional information is available. THERE WILL BE NO FORMAL
REQUEST FOR PROPOSAL OR ANY SOLICITATION DOCUMENT ISSUED IN REGARD TO
THIS BAA. Proposals submitted may be evaluated periodically by in-house
scientists, a government evaluation team or by a group of scientific
peers. The Government reserves the right to select for award all, some,
or none of the proposals submitted. All responsible sources capable of
satisfying the Government's needs may submit a proposal which shall be
considered. The cost of preparation of technical proposals for the
response to this BAA shall not be considered an allowable direct charge
to the resulting contract or any other contract. Anticipated contract
type will be cost reimbursable research and development. Award
decisions will be based on an evaluation using the following criteria:
a) Overall scientific and technical merits of the proposal; b)
Potential contributions of the effort to Department of Defense (DOD)
missions in information systems technology; c) The offeror's
capabilities, related experience, facilities, techniques, or unique
combinations of these which are integral factors for achieving the
proposed objectives; d) Cost as adjusted for cost realism. Offerors may
respond to one or more of the research areas described above. All
administrative correspondence and questions on this solicitation,
including requests for information on how to submit a proposal abstract
or full proposal to this BAA, should be directed to the administrative

proposal abstracts may not be submitted by fax or electronic mail; any
