Woodring, Contract Negotiator, (215)697-9643. The Fleet and Industrial
Supply Center Norfolk, Detachment Philadelphia intends to acquire the
services, equipment, and software/firmware required to upgrade the
American Telephone and Telegraph (AT&T) System 85 telephone switch at
Naval Air Station (NAS) Fort Worth Joint Reserve Base (JRB), Fort
Worth, TX with AT&T Definity Generic 2.2 software and equipment and
AT&T Distributed Communication System (DCS) features necessary to
provide the functions and features required as part of this telephone
switch upgrade. The upgrade will include an increase in telephone
subscriber lines from 2000 lines to 3000 lines. The contractor will
furnish, install, test, and cut-over all cable, other transmission
media, and associated equipment, software/firmware, and interfaces to
the Government-provided Main Distribution Frame (MDF). The contractor
will supply and make fully operational Maintenance and Administrative
Position (MAAP) equipment and software and a Call Accounting System
(CAS) on a Government- provided computer system. Within twenty (20)
days of contract award, a detailed engineering plan for the switch
upgrade will be submitted for Government approval and within ninety
(90) days of contract award, the upgrade of the switch will be
completed. Additionally, training curriculum will be developed,
approved by the Government, and taught to a nominal number of
Government or third-party personnel in the areas of switch operations,
administration, and maintenance, attendant console operations, and
system management. The award of a firm fixed price type contract is
contemplated.The Government intends to solicit on an other than full
and open competitive basis, pursuant to the Federal Acquisition
Regulation (FAR), Part 6.302-1, "Only One Responsible Source and No
Other Supplies or Services will Satisfy Agency Requirements," all
sources capable of providing the services and AT&T software and
equipment required to effect the required telephone switch upgrade. All
other responsible sources may submit concise documentation for
consideration regarding their ability to provide the required telephone
switch upgrade with other than AT&T software and equipment, as well as
financial and technical information. No contract award will be made on
the basis of information received in response to this notice.
Furthermore, the Navy will not pay for any information provided. Such
information, if submitted, should be forwarded to FISC Norfolk
Detachment Philadelphia, to the attention of W. A. Woodring, Code
02P21E, and should reference Request for Proposals (RFP)
N00140-97-R-1254.If no affirmative written responses advantageous to
the Navy are received within fifteen (15) calendar days after
publication of this notice, RFP N00140-97-R-1254 will be issued,
pursuant to FAR 12.203, to all those requesting a copy of the
solicitation, the closing date will be fifteen days thereafter. Copies
of the solicitation should be requested by letter or telegram within
fifteen days of this synopsis from the office in Paragraph #7 above,
