F -- LANDFILL CAP SOL SC No. 102 DUE 032197 POC Bobbie Hughes, (414) 272-1052, Ext. 543 Notice to Subcontractors for a Request For Proposal (RFP) for the Douglas Road Landfill Superfund Site Groundwater Remedial Action. A two-step bidding process will be used for selection of a subcontractor to install multiple groundwater extraction wells, conveyance system and construction of a multi-cell treatment wetland at the Douglas Road Landfill Site in Mishawake, IN. The Contractor is CH2M HILL, Inc. and the project is funded by the U.S. EPA under CH2M HILL's prime contract 68-W8-0040. The project consists of the installation of a groundwater extraction systeem; constructing a conveyance system for the extracted groundwater, constructing a wetland treatment system, construction of a surface water discharge, installation of additional groundwater monitoring wells, and implementing a Subcontractor quality control and health and safety program on a listed U.S. EPA CERCLA hazardous waste site. The construction cost is estimated to range from $1,500,000 to $2,000,000. Under the two-step bidding process, interested subcontractors will submit a separately sealed technical proposal and separately sealed pricing proposal. Only those offerors whose technical proposals meet the RFP requirements will be eligible for Step two. During Step two, the pricing proposals of eligible offerors will be opened and award will be made to the eligible offeror with the lowest bid. The RFP package will include an additional description of the project and will specify the factors for evaluation of the technical proposals. The RFP package will be available on February 14, 1997. Requests for the RFP will be received by phone or mail until February 21, 1997. Company experience, project approach, financial record, and health and safety policies/record are factors that will be evaluated. Relevant experience with soil placement over GCL's, wetland construction and high capacity extraction wells is essential. Both Step One and Two Bid packages are due in the CH2M HILL office by 4:00 p.m. CST on March 21, 1997. A pre-bid meeting is currently scheduled athe site for February 28, 1997. (0030)
