support consisting of programming and testing for new and existing
mainframe and microcomputer applications; on-going LAN and WAN support;
data communications, including network design, engineering, and
operations; Internet and Intranet support; IT studies; requirements and
alternatives analyses; risk assessment and disaster recovery planning;
systems analysis and design; data base management design, development,
implementation, and support; and, documentation development associated
with any of the above, including upgrading of existing documentation
to conform to specified standards. The information technology
environment is centered on IBM 3090-200E, 9672-R53, 4381-92E, and
Hitachi HTS EX80 mainframe systems as well as microcomputers from a
variety of manufacturers functioning both as stand-alone systems and in
local and wide area networks. This infrastructure supports
administrative and program support applications such as accounting,
budget, payroll,personnel, workforce information, investigations
activity, Federal employee retirement and insurance, scheduling and
tracking, and office automation. The automation of many mainframe and
microcomputer applications require IT management and technical support,
microcomputer technical support, and systems design and software
development from contracted sources. OPM intends to award two (2)
indefinite-delivery indefinite quantity (IDIQ) task ordering contracts,
one of which is reserved for small business. The other contract will be
set aside for competition among small disadvantaged businesses
qualified under the Small Business Administration's (SBA) 8(a) program.
If no Section 8(a) firms are determined to be acceptable, then another
contract will be awarded to a small business. An individual task will
be initiated through the issuance of a task order after OPM has
provided both contractors a fair opportunity to be considered for the
task order award. The timing and size of these task orders cannot be
predicted,and there is no assurance of a steady stream of work. The
services require a diversity of skills suitable to the OPM system
environment. The designated base work site will be specified in each
task order. This base work site may be any of the following locations:
contractor's facility; any OPM facility in the Washington, DC.
metropolitan area; Macon Data Processing Center, Macon, GA; Federal
Investigations Processing Center, Boyers, PA; and, Retirement
Operations Center, Boyers, PA. The initial term of the contract shall
be one year from the effective date of award with four (4) 12-month
option periods. Requests for the solicitation must be in writing and
may be faxed to 202-606-1464. The SIC code for this solicitation is
7371 and the size standard is $18 million average annual sales. It is
anticipated that Solicitation OPM-RFP-00016KLM will be released no
sooner than 15 days after publication of this notice. Proposals will be
