The Air Force Development Test Center (AFDTC) is pursuing conversion of
current civil service support of the Base Library to a contract
activity based on an OMB Circular A-76 study. This is a resolicitation
of F08651-96-R-0019 which was canceled. Minor changes have been made
to the performance work statement. The requirement will utilize
Two-Step sealed bidding. AFDTC contemplates release of a Request For
Technical Proposal (RFTP) for the Base Library in February 1997.
Services for the Base Library will include technical services such as
automated circulation, interlibrary loan, reference cataloging,
acquisitions and bibliographic searching. Services are provided in
support of the mission requirements of all organizations and offices on
Eglin AFB and those logistically supported by Eglin AFB. Services are
also provided in support of the educational, informational and general
reference needs of the entire Eglin AFB community. Educational support
includes both professional military education and voluntary education
courses. Service hours include days, evenings and weekends, and special
events outside of normal duty hours. Library programming includes all
age groups, general and special interest groups, and all educational
levels. Collection size is approximately 168,000 items (60,000 books,
8,500 audiovisual items, 325 hard copy periodical subscriptions,
100,000 microformat items, 24 CD-ROM databases, 40 software programs
including a Novell Network). Annual circulation of materials is
approximately 200,000. This action was synopsized previously as a small
business set-aside but is now issued for full and open competition. For

Commander to hear offerors' or potential offerors' concerns, if any,
regarding this acquisition. The Ombudsman's purpose is not to replace
the technical staff or contracting officer but to serve as an honest
broker regarding contractor concerns and issues or disagreements with
government personnel. The Ombudsman will maintain strict
confidentiality as to the source of the concern when requested by the
offerors. The Ombudsman will not participate in the evaluation of
proposals or source selection decision process for this acquisition.
All responsible sources may submit an offer which will be considered by
this agency. Telephone requests for solicitation sets will not be
accepted. Written requests for solicitation may be mailed to
