Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD
has a requirement for helicopter test pilot services to support the
acquisition, development, test, evaluation and acceptance of Naval and
Coast Guard simulators and aviation training devices, including those
for the H-60, H-3, H-2 and H-65 helicopters. The test pilot will act
as the evaluation test pilot supporting the evaluation of Naval and
Coast Guard simulators and aviation training devices including:
emergency procedures trainers (EPT), flight instrument trainers (FIT),
operational flight trainers (OFT) and weapon system trainers (WST).
The support includes evaluating the airframe, airframe system, mission
system, flight and aerodynamic system flight fidelity as well as
evaluating the computer operating system, motion system, visual system
and control loading system. The test pilot must be a graduate of the
United States Naval Test Pilot School Rotary Wing Flight Mechanics
curriculum or equivalent curriculum at a militarytest pilot school. A
FAA Commercial Pilot Certificate with Rotorcraft-Helicopter and
Instrument Helicopter ratings is required. The test pilot shall have no
less than 10 years of test pilot experience and be a qualified H-60,
H-2 and H-3 helicopter commander (HAC). Three thousand rotary wing
aircraft flight hours are required, including flight time in the
SH-60B/F, HH-60H/J, VH-60, SH-2G and SH-3H. Knowledge in the following
areas is required: simulator visual systems, motion systems, control
loading systems, aerodynamic modeling characteristics and evaluations
techniques; SH-60B/F, HH-60H/J, SH-2G, and SH-3H flight
characteristics; T700-GE-401/401C engine characteristics; SH-60B/F and
HH-60H/J tactical software. Experience shall include: participation in
simulator specification review, SOW review, MMR review, TCR review,
TTPRR review, PDR, CDR, preliminary evaluations, GPI and GFI; planning,
conducting and reporting helicopter performance, flying qualities and
mission system test programs; coordinating testand evaluation
facilities and assets, identifying test instrumentation requirements,
evaluating and interpreting test data, conducting briefings and
preparing conclusions and recommendations based on test results. This
need requires a one year period of performance with options for four
additional years. The estimated manhours for these services includes a
total of 1,880 manhours for each period of performance, for a grand
total of 9,400 manhours for a five year period. Award will be based on
best value to the government. All responsible sources may submit an

receipt of proposals will be 30 days after issuance of the
