COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 4,1997 PSA#1775WEAPON SYSTEM SOFTWARE TECHNOLOGY SUPPORT (WSSTS) PRE-PRDA CONFERENCE
Wright Laboratory (WL/AAKD) plans to issue Program Research and
Development Announcement (PRDA) 97-14-AAK for the award of an
Indefinite Delivery/Indefinite Quantity contract(s) for the Weapon
System Software Technology Support (WSSTS) Program. The goal of the
WSSTS program is to improve the affordability and mission effectiveness
of complex weapon systems through research and development of software
technology. Emphasis shall be placed on demonstration, limited
prototype copying, and transmission of affordable software technology
to increase the reliability, quality, and supportability of both
current and next-generation weapon systems. Specifically, proposals
shall be sought that assess requirements for future software support
for legacy and advanced weapon systems, improve software development
and post deployment methods and processes, and research and development
of advanced technologies. In addition, evaluation of operating systems,
compilers, and development environments shall be desired. Application
areas of interest shall be to focus on avionics weapon systems and
their support environments, but may also include closely related land
based, space based, and sea based weapon systems as well. The PRDA is
scheduled to be synopsized 07 March 1997. Anticipated award date is
September 1997. Supplemental packages will be released at publication
of the PRDA synopsis. Interested parties are invited to attend a
pre-PRDA conference from 1:30-4:30 p.m., 27 February 1997, in Myers
Hall, Bldg 45, Area B, Wright Patterson AFB OH. The doors will open at
1:00 p.m. An overview of the acquisition, from both a technical and
contractual perspective, will be presented. Interested parties are
asked to limit attendance to no more than two representatives from each
prospective team member. Those planning to attend should forward the
name, address, and phone number of their company, and the names of
those who will attend, to Mark Sauls, WL/AAKD, facsimile number (937)
255-3985. Request that the information be received no later than 20
February 1997. To facilitate teaming arrangements and small business
participation, the names and addresses of interested companies will be
issued to all prospective offerors in the supplemental package to this
PRDA. Prospective offerors also should submit requests for the
supplemental package to Mr. Sauls, WL/AAKD, Bldg 7, 2530 C Street,
Wright Patterson AFB OH 45433-7607. An Ombudsman has been appointed to
hear concerns from offerors and potential offerors during the proposal
development phase of this acquisition.. The purpose of the Ombudsman is
not to diminish the authority of the Contracting Officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. All potential
offerors should use established channels to voice concerns before
resorting to use of the Ombudsman. When requested the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
selection decisions. Size status: For the purpose of this acquisition,
the size standard is 500 employees (SIC 8731). Interested parties
should direct all routine communication concerning this acquisition to

only with issues or problems that could not be resolved at the
